Description
A direct conversion of the Central Steam Plants at Seymour Johnson Air Force Base is being conducted. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform contracted services, unless specified as provided by the Government. The work includes the operation, maintenance, and management of three central steam plants, distribution and condensate return systems, cogeneration system, condensate return amine injection stations and sampling sites, LP gas and No. 2 fuel oil tanks, natural gas metering and packaged heating and air conditioning equipment for Seymour Johnson Air Force Base, North Carolina. These services shall be performed 7 days per week, 24 hours a day including weekends and holidays. Performance will commence on or about 01 Apr 03. The contract will include the anticipated base period from 01 Apr 03 through 30 Sep 03 and possibly four (4) subsequent pre-priced one-year options from 01 Oct through 30 Sep of each year. The resultant contract will be firm-fixed priced. The applicable North America Industry Codes System (NAICS) for this acquisition is 561210 with a three-year average annual small business size standard of $6 million. This action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 5 calendar days of this notice. As a minimum the following information is required: (a) a copy of the certificate issued by SBA of your qualifications as a HUBZone concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. A decision on whether this requirement will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted on EPS within 3 calendar days after the 5 calendar days have expired. The successful contractor will be selected using performance/price tradeoff procedures, resulting in the Best Value to the Government. Performance is significantly more important than price. Recent, relevant, past and present performance information is required with the offerors proposal. (Recent, relevant, past and present performance is defined as performance of the same or similar type of work within the last three years.) It is anticipated that the solicitation will be issued electronically o/a 11 Jun 02 on the Government?s Electronic Posting System (EPS) at www.eps.gov. Paper copies are not available. You must register on that site in order to receive notification of changes to the solicitation. Additionally, you may add your name to a Offerors List maintained by the issuing office by providing the following information to Donald Chatham, via FAX (919) 722-5414 or by e-mail at donald.chatham@seymourjohnson.af.mil: (1) the company name, (2) point of contact, (3) phone and FAX numbers, (4) e-mail address, (5) street address with 9-digit zip code, and (6) business size status. E-mail is the preferred method of providing this information. Note: Any prospective contractor must be registered in the Central Contract Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number. Registering may take up to 3 weeks to process. Recommend registering immediately in order to be eligible for timely award.
