- Request for Info: Army Blood Analyzer The Defense Supply Center, Philadelphia (DSCP), Directorate of Medical Materiel is responsible for satisfying the medical supply requirements of the US Military Services during peacetime and war. On behalf of the U.S. Army Medical Materiel Agency (USAMMA), the DSCP is hereby conducting market research to identify sources for a commercial, off-the-shelf, point-of-use, blood analyzer suitable for use in Army field medical treatment facilities to display information about the chemical composition of a casualties blood. Prospective suppliers and manufacturers are requested to submit their product's technical description, part number, technical literature and specifications to include at a minimum: life expectancy; warranty; special tools required for repair/calibration; unit price; product availability; special transportation requirements (i.e. refrigeration, shock-mounting, etc.); calibration requirements (i.e. software, internet link, etc.); paper size; battery type and commercial software package interfaces for data download. Additionally, the Government needs to know of any support items required and their prices. Items submitted under this request for information should meet the following requirements and/or capabilities. If your item does not meet any of the requirements listed below, then the areas not being met and your item's differences must be outlined as part of your submission. Blood Analyzer Requirements/Capabilities: 1. Utilize disposable, self-contained panels without a need for external gas, calibration solutions, and maintenance procedures. 2. Display error indications for an incorrectly performed test procedure, unsuccessful calibration, and panel and analyzer malfunctions. 3. Process time for automatic calibration, sample, and results display shall not be greater than 2.5 minutes. 4. Allow for entry of critical information such as operator and patient identification, patient temperature, and sample type. 5. Provide printing and data download capability. 6. Store a minimum of 25 patient records. 7. Sample shall utilize no more than 200 microliters of whole blood with or without anticoagulant. 8. Shall measure and/or derive the following parameters: a. pH b. PCO2 c. PO2 d. Na e. K f. Cl g. iCa h. Glucose i. Urea Nitrogen j. Creatinine k. Hematocrit l. Hemoglobin m. TCO2 n. HCO3 o. Base Excess p. Anion Gap q. sO2 r. BUN/Creatinine ratio 9. Shall have a cubic size no larger than 1000 cubic inches. 10. Shall be lightweight, no greater than 10 pounds including the analyzer/printer. 11. Shall be powered primarily by batteries, either rechargeable or disposable. Alternate 120V, 50/60 Hz power may be utilized to operate the device and/or charge the batteries. 12. Shall perform approximately 15 tests daily with availability 24 hours per day. 13. Shall incorporate a ruggedized carrying case to withstand military transport. 14. Shall meet U.S. Food and Drug Administration requirements for clinical diagnostic laboratory devices. 15. Shall be maintained by Army personnel utilizing procurable tools and equipment.
