Description
Request for Info: Army Portable-Insulated Vaccine Refrigerator The Defense Supply Center, Philadelphia (DSCP), Directorate of Medical Materiel is responsible for satisfying the medical supply requirements of the US Military Services during peacetime and war. On behalf of the U.S. Army Medical Materiel Agency (USAMMA), the DSCP is hereby conducting market research to identify sources for a commercial off-the-shelf, portable, rechargeable, insulated vaccine refrigerator used to distribute vaccines worldwide, while maintaining critical temperature ranges of vaccines to the point of use. Prospective suppliers and manufacturers are requested to submit their product's technical description, part number, technical literature and specifications to include at a minimum: phase change materiel type, eutectic points, and sources of supply (if required); exterior color; life expectancy; warranty; special tools required for repair/calibration; unit price and product availability. Also, indicate whether insulation, thermostatic heating or an alternative is used to maintain the internal temperature ranges when the ambient temperature is below freezing. Additionally, the Government needs to know of any support items required and their prices. Items submitted under this request for information should meet the following requirements and/or capabilities. If your item does not meet any of the requirements listed below, then the areas not being met and your item's differences must be outlined as part of your submission. Insulated Vaccine Shipping Refrigerator Requirements/Capabilities: 1) Compliant with International Air Transportation Association (IATA) standards or a DOT waiver to the IATA standards for both military and commercial air transportation for all components. 2) Cargo area shall allow for the transport of a minimum of 400 vials (6 ml of vaccine per vial) of vaccine. Individual dimensions of each vial and separate wrapper are 2-1/8 inches by 1-1/4 inches by 1-1/4 inches. 3) Incorporate a volumetric cargo area of 0.8 to 1.2 cubic feet. 4) Have a maximum weight of 115 pounds (lbs.) empty and 150 lbs. at maximum load (vaccine weight of 22 lbs). 5) Cargo area shall maintain an internal temperature between 2 and 8oC for the following ambient conditions and time durations, using internal battery power. Temperature shall be maintained within + 1oC of the refrigerator set point, while closed in normal powered operation. Indicate whether insulation, thermostatic heating or an alternative is used to maintain the internal temperature ranges when the ambient temperature is below freezing. Ambient Temperature Minimum # of Hours -30?C 24 -15?C 48 0?C 96 25?C 168 37?C 120 50?C 72 60?C 60 6) Operate on alternating current power of both 110 volts AC, and 220 volts AC without sensitivity to fluctuating power sources. 7) Operate on direct current power supplied from an internal battery(s) or from external 12-volt direct current utilizing a cigarette lighter plug. 8) Utilize a ruggedized container so that the contents can withstand rough terrain transport and a drop from 3 feet without damage. 9) Possess a smooth exterior to permit easy transport through commercial transportation networks including conveyor belts. 10) Include an operator/maintainer manual to include at a minimum: a. Start-up procedures b. Routine preventive maintenance requirements c. Troubleshooting tips d. Repair parts e. Supplies/accessories f. Calibration procedures 11) Carrying handles allowing two-person lifting and manual transportation. Handles should also permit 4-person carrying. 12) Optional external thermometer display to observe the temperature of the contents throughout the shipping process without a need to open the container. 13) Optional power sources: solar power, external battery, car cigarette lighter, etc. 14) Optional wheels to permit one-person movement. 15) Optional recording of temperature history during time of operation.
