Description
USDA, ARS, SAA intends to solicit and negotiate with only one source, Parten Instruments, to provide one Single Kernel Characterization System. This equipment will be used to measure weight, diameter, hardness, moisture and uniformity of grains in conjunction with research on disease resistance and end-use quality traits of wheat, oat, barley, triticale, and rice. Equipment requirements are: the single kernel hardness tester must be able to fully analyze as few as 300 kernels of grain andbe able to rapidly analyze thousands of samples which may vary in sample size. There must be kernel by kernel analysis displayed numerically and graphically for each parameter tested. Kernel analysis must accurately process several grain types including wheat, oat, parley, triticale and rice. Instrument must include calibration protocols for all these grains. The instrument must have software to run the equipment and necessary computer hardware for optimal use of the tester and be fully compatible and data fully accessible and useable via interaction with the DOS-based computer system, MSWindows. Training to be provided on site. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 15 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Parten Instruments without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is May 6, 2002.
