Description
The above referenced solicitation is hereby modified to respond to technical questions, modify one specification, and add two (2) contract clauses. The due date for quotes, Thursday, April 18, 2002, remains unchanged by reason of this amendment. 1. TECHNICAL QUESTIONS: QUESTION: Who will be responsible for approving the color, size and shape of the boulders? ANSWER: NIST'S technical representative will be responsible for approving color, size and shape of the boulders. QUESTION: Given the dimension's of a 4x4x4 ft., a boulder of that size will be approx. 12,000 lbs., can a 2500 lb boulder be substituted given the fact that a 2500 lb boulder will be less than 4x4x4? ANSWER: See Item #2 with regard to the change in the weight specification. QUESTION: What is the intended normal work week? ANSWER: The normal work week will be NIST normal business hours, Monday thru Friday 7 AM to 5 PM; QUESTION: Section 8. indicates that this contract will be subject to the "Service Contract Act", will the workers at the quarry be subjected the same pay schedule, and will "certified payrolls" need be submitted for those workers as well? ANSWER: The Service Contract Act shall apply to all workers under this contract. Certified payrolls will not be required; QUESTION: Drawing provided, detail in upper right corner shows "shrub - boulder- tree", legend indicates "Prop. shrub, Prob. tree". Are these to be included in this scope of work, if so, will they be required to match placement and quantity of boulders placed ? ANSWER: The proposed shrub and tree is for reference only. This contract is for procuring and placement of the Boulders only; QUESTION: Please advise as to the requirements for bonding for the Truck Barrier project as we cannot find any indication of requirements. ANSWER: As this requirement is being procured as a simplified acquisition, no bonding is required. The successful Contractor will be required to provide a certificate of insurance; QUESTION: Aside from photo identification, are there any restrictive measures with regard to delivery drivers (e.g. background checks)? ANSWER: No background checks will be performed, however, the Contractor shall provide the names of drivers and dates of delivery in advance. 2. The following specification change is hereby made with regard to the weight of the boulders: "?Boulders shall be a blue stone with a general size of 4'X4'X4' and irregular in shape weighing a minimum of 10,000 pounds or greater?" 3. The following clauses are hereby incorporated by reference into this solicitation: A) 52.228-5 Insurance - Work on a Government Installation; B) 1352.228-70 Insurance Coverage *$100,000.00.
