- The Centers for Disease Control and Prevention (CDC) intends to award on a sole source basis, a purchase order to The Keystone Center for Professional Services to conduct multiple stakeholder processes in the development of a Public Participation Proposal for vaccines. Keystone has the scientific reasoning and alternative dispute resolution techniques to solve problems, get results in immunizations and vaccines for the National Immunization and Vaccine Program at CDC . This company has the knowledge, experience and expertise to carry out the request and can meet the deadline of June 12-14, 2002 for a conference scheduled and shall make deliverables to CDC as requested by the National Immunization and Vaccine Program Officer at CDC. Period of Performance will be through May 1 to December 30, 2002 with a total amount of labor hours required by CDC. CDC requires a company to have at least 10 years experience or more in this type service, insuring good decision-making, must have a proven track record (excellent past performance), the financial resources, the science background and expertise, with professional staff members who are experienced in public health issues. The staff must develop and present Policy Dialogues, Advisory Boards, experiential learning and community engagements, to include public policy topics that will address complex social problems, impact society and a wide range of communities in the United States. The Keystone Center is expected to design projects, facilitate meetings, conduct consultations regarding public involvement, coordinate logistics, coordinate public participation, and research finished products. The authority for this sole source procurement is FAR part 6.302-1 in that The Keystone Center is the only known source with the knowledge and expertise, to include a past performance record that may provide this type requirement to CDC. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION IS AVAILABLE. The NAICS Code is 541690. The solicitation is scheduled to be posted to www.eps.gov on April 16, 2002 and any response is due by April 25, 2002. A hard copy solicitation will not be issued. No telephone requests/inquiries will be accepted. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 10 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
