Description

The National Institutes of Health, Clinical Center, Clinical Research Information System (CRIS) is a comprehensive effort to modernize the existing systems that support clinical care and the collection of research data for the intramural clinical research programs of the National Institutes of Health. The National Institutes of Health anticipates that the modernization may include system upgrades, system replacements, and the acquisition of new systems. The CRIS Core Procurement will be conducted by the National Institutes of Health, Clinical Center, Office of Purchasing and Contracts located in Bethesda, Maryland. A firm-fixed-price, indefinite-delivery, indefinite-quantity task order type contract is contemplated. The Government anticipates that the total life of the contract shall not exceed 96 months (60 months for hardware and software acquisitions, training and support services; 96 months for hardware and software maintenance. The Government anticipates that the base period of performance will be 12 months from the date of award. Thereafter, the contract shall be renewable as provided in FAR 52.217-9, ?Option to Extend the Term of the Contract?. This solicitation is being issued on an unrestricted basis allowing for full and open competition and will contain the following North American Industry Classification System (NAICS) and Size Standard: NAICS 541512, Size Standard: $21 million dollars. The National Institutes of Health is committed to assuring that maximum practicable opportunity is provided to HUBZone Small Businesses, Small, Small Disadvantaged, and Women-Owned Small Business concerns to participate in the performance of this contract consistent with its efficient performance. Offerors are required to comply with the subcontracting requirements specified in the RFP pursuant to FAR 52.219-9. The National Institutes of Health anticipates that the formal RFP will be available on or about April 30, 2002. This RFP will be available electronically at http://cris.cc.nih.gov/ under the ?Vendor? section. The user-id is ?vendor? and the password is also ?vendor?. Any amendments to this solicitation will also be made available through the website specified above. The Government will not provide hard copies of the RFP. Parties interested in responding to the formal RFP must obtain the document electronically. Interested parties must complete the registration request prior to accessing the formal RFP. Interested parties will be able to register on or about April 30, 2002. This registration information will be used to compile the official solicitation mailing list and will constitute the list of interested parties. The Government intends to publicize the organizational names on the website specified above for the purpose of promoting subcontracting arrangements.
