- Description
- The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Program Support Center plans to award a 7 month sole source contract using simplified acquisition procedures, to the High Point Communications Group, Inc., 553 Route 3A, Building #3, Bow, NH 03304-3212. The anticipated date of award is April 20, 2002. The community-based events effort shall be an integral part of SAMHSA/CSAT's 13th annual National Alcohol and Drug Addiction Recovery Month. The effort herein being proposed is for conduct of community-based events for the 2002 celebration. The Contractor shall be responsible for, but not limited to the following tasks: Identify and involve local and state organizations, coalitions, elected civic officials, and stakeholders to comprise a local organizing committee for the Recovery Month community-based event. Contractor shall make initial contact with local agencies and develop a list of confirmed organizing committee participants. Within 30 days of award of contract contractor shall be responsible for working with local community agencies to organize Recovery Month events in the following cities: Atlanta, GA; Boston, MA; Buffalo, NY; Charlotte, NC; Chicago, IL; Dallas, TX; Detroit, MI; Indianapolis, IN; Kansas City, MO; Minneapolis, MN; New York City, NY; Phoenix, AZ; Portland, OR; Salt Lake City, UT; San Francisco, CA; Seattle, WA; Washington, DC. Contractor shall work with each Recovery Month community-based event committee to assist in the development of the event. Contractor shall develop individualized written event plans with time lines and preliminary event agendas. Plan needs to demonstrate how participation of target audience will be achieved. The agenda must include logistical information of event location and a list of potential speakers that have been invited. Desired number of event participants should be 200 or more. Contractor must complete task 2 by June 30, 2002. Contractor will assist local event committees in the development of 1) invitational letter and mailings, 2) news releases, and 3) other public education materials such as flyers, posters, etc. Contractor shall also provide $1,000.00 per site to cover cost of event location and other incidental costs as necessary. Contractor shall incorporate use of SAMHSA/CSAT's Changing the Conversation: The Initiative to Improve Substance Abuse Treatment (Changing the Conversation) in participating community-based activities. Contractor shall work with SAMHSA/CSAT/OCEL staff to assist in the planning and coordination of community-based events and publicity activities. This includes providing ongoing recognition to DHHS/SAMHSA/CSAT as a sponsor of the community-based events. Additionally, contractor shall assist in the identification of legislators, addiction experts, civic officials, business, faith community and other sector experts. Contractor shall help event committees develop media contacts and secure coverage of community forum events through news and public affairs programs and publicize DHHS/SAMHSA/CSAT's National Alcohol and Drug Addiction Recovery Month celebration. Post all community-based event information in the Recovery Month web site at www.samhsa.gov and click on the Recovery Month logo and select the 2002 icon. Contractor shall travel to community-based event site the day prior to each event to assist in the final details of event execution process. Contractor shall work with SAMHSA/CSAT outreach minority contractors and emphasize incorporating minority organizations and/or individuals in the community forum events. Inclusion of specific minorities/organizations in those communities ensures that issues relevant to these communities are addressed. Special target communities include: *African Americans *Asian American and Pacific Islanders *Hispanics *American Indians/Alaskan Natives Contractor shall work to obtain issuance of Recovery Month proclamations from local governments, dedicating September as National Alcohol and Drug Addiction Recovery Month 2002 in the designated community-based event sites. Contractor shall be responsible for generating a final quantitative and qualitative report by October 15, 2002. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
