Description
I. Background On May 17th, 2002, there will be a gathering of 1,000 Latino leaders of the faith community. The event presents a unique opportunity for HUD to leverage this gathering to inform, educate, and engage a group critical to the success of the Agency's mission. Due to the rapidly approaching date, time is of the essence. It will be imperative that the work in this contact be handled in an expeditious manner. II. Objectives The Department is seeking to inform participants of its efforts to engage more faith-based organizations, to ensure fair housing, to eliminate predatory lending, to address challenges in the Colonias, and to highlight funding opportunities suited for small organizations. The Department requires the support of a contractor to meet these objectives. III. Scope and Tasks The Departments requires contractor support to coordinate and execute workshops to be held on May 17th, 2002, that focus on the Agency's efforts. Specifically, the contractor shall be responsible for the following: 1. Assist in developing an agenda that considers time factors, number of participants, etc. 2. Distribute materials at the conference that are relevant to the interests of participants. These may include documents in English and Spanish. 3. Design and implement an outreach strategy that encourages participants to attend HUD workshops. The Department's goal is 175 attendees for workshops. Methods may include announcement of the conference on the Prayer Breakfast website and faxed information to potential attendees. The contractor shall provide a copy of such communications to HUD for review and approval. Associated costs are to be paid by contractor. 4. Secure conference facility. The contractor shall make arrangements to secure the appropriate rooms for workshops and one plenary session. Associated costs will be paid by the contractor. 5. Coordinate facility arrangements, including a continental breakfast, audio/visual equipment, and any other related items. The contractor shall make arrangements for a continental breakfast (for the plenary session) as well as amplification systems as appropriate. Limited audio/visual equipment may be deemed necessary. These costs are to be paid by the contractor. 6. Administer conference registration. Develop registration information so that HUD may utilize contact information at a later date. 7. Coordinate and provide on-site assistance and arrange for special conference needs. The Department has identified only one responsible source for this requirement, and this procurement will therefore be conducted on a sole-source basis. The intended contractor for this action is Wray and Associates. Wray and Associates is the conference coordinator for the Prayer Breakfast, and therefore is already aware of the list of invitees and participants. Wray and Associates is therefore in a unique position to be able to disseminate the necessary information efficiently. In addition, this conference is the first of its kind, and therefore no other source would have the information already available to Wray and Associates. However, any responsible vendor may submit an offer for this requirement.
