Description
The Drug Enforcement Administration (DEA) has a requirement for seventy-five (75) SIG P239 handguns, or equivalent. Per Federal Acquisition Regulation (FAR) Subpart 11.104, this is a brand name or equal acquisition. SALIENT CHARACTERISTICS ARE AS FOLLOWS: 9mm marking Marking Cartridges ? Projectile Mass 10 grains ? Projectile Material Plastic ? Cartridge Case Copper alloy (260) ? Sabat Plastic ? Marking Compound Non-toxic, detergent base, water washable, inert ? Marking Color Bright Red ? Primer Small pistol primer ? Muzzle Velocity 125 m/s (400 fps) ? Accuracy (indoor 15 cm (6 in.)at 7.6 m (25 feet) extreme spread range) ? Maximum Distance 200 m (660 feet) ? Muzzle Energy 3.66 joules (2.7 foot pounds) ? Trajectory match mean point of impact 15 cm (6 in.) lower than ball at 7.6 m (25 feet) ? Lethality Non-lethal bruises or welts when skin is properly covered ? Operational 8 degrees to 40 degrees (18 degrees F 105 degrees F) Temperature Range The marking cartridges shall be such that they can be safely fired using a safety conversion kit from service weapons. The cartridges shall function producing similar recoil, and will deliver tactical accuracy up to 25 feet. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. Quotes are being requested and a written solicitation will not be issued. The solicitation number is 02-TR-0024 and is being issued as a Request for Quotations (RFQ). The provisions and clauses applicable to this RFQ are those in effect through Federal Acquisition Circular (FAC) 01-04. This is a full and open competition; there will be no set-aside requirements. The applicable NAICS code is 332995. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition. Offers will be evaluated based primarily on price, but other factors that may be evaluated to include customer service and warranty. The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition.
