Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number COW-2-R-0054 is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. (iv-not applicable). (v) The BPA line item is CLIN 0001 INS LAW ENFORCEMENT BADGES, for a length of five years, quantity TBD in each call. (vi) SCOPE AND GENERAL REQUIREMENTS: The Immigration and Naturalization Service (INS) is interested in awarding two (2) competitively priced, five (5) year Blanket Purchase Agreements for the production of badges for all INS officers. As the regional or Headquarters offices identify requirements, individual calls will be placed by those offices, which have been previously identified in writing. There will be three (3) badges, all with unique specifications that will be purchased under the BPA's. There is also the possibility of additional badges, as future requirements arise. There will be a requirement for one-piece units and two-piece units, with separate Job Title ribbons that will be soft soldered. Each ribbon shall sit flush with the raised edge of the ribbon border. Approximate badge dimensions are 2 3/4 inches H x 2 inches W. The badges shall be made of 425 Olin brass or equivalent that shall be roll polished, free from pits and scale (including red oxide), or dents, nicks, scratches, segregation's and foreign inclusions. Each badge shall be 24K gold electroplated. The plating shall be nonporous and continuous over the entire surface, with no cut-through, peeled or blistered plating. The use of white metals as an undercoating for gold shall not be permitted. All dimensions, shapes, designs and details shall exactly match the hub patterns. Badge 1: The highlights will be polished gold, with a satin gold background in a distinct basket weave pattern. The badge will be 24K gold plated to a uniform minimum thickness of 5 mils on all surfaces. A black chemically oxidized antique finished background shall be applied to the 24K gold-plated covering the DOJ/INS seal. Individual Position Title ribbons/panels shall share a uniform style and size, save for the differing Position Titles. The thickness of ribbon attachments shall not be less than 64 mils, and must otherwise conform to or exceed the quality of the gilding metal used for the badges. The ribbons will also be finished with 5 mil gold electroplate and hard-fired Royal Blue enamel. The badge shall be breast-dapped, domed 1/16 inch along the vertical axis. The thickness of the gilding metal from which the badges will be stamped must range between 102 to 125 mils. The pin joint shall be a B.A. Ballou #9-102 or equal, with a 1 5/8 inch pin stem and #9-61 safety catch or equal. The pin shall extend 1/32 inch beyond the rotor of the catch. Badge 2: The highlights and fine edges shall be brightly polished and glossed. The reverse shall have a satin finish. The badge will be 24K gold plated to a uniform minimum thickness of 100 mils throughout. The ribbons and the letters U and S shall be of a Midnight Navy enamel. The polymel or stoned epoxy/enamel must be free of porosity, show no grinding or polishing marks, and be finished at the same level as the lettering and the walls of the ribbon panels. The badge is to be coated with a clear baked-on lacquer on all sides. The badge shall be breast-dapped, domed 1/16 inch along the vertical axis. Badges with wallet clips shall not have a dap. The pin catch shall be a B.A. Ballou #046882 or equal, with a 2 inch pin B.A. Ballou #810533 or equal, and the pin joint shall be a B.A. Ballou #061051 or equal. The wallet clip shall be 1 1/4 inch. Badge 3: The highlights shall be of a highly polished finish. The back of the badge and the front base shall have a satin finish. All edges and highlights are to be cut down, completely glossed, then ultrasonically de-greased. The plated pieces will have a copper flash, then cold nickel for three to five minutes. After the nickel is applied, the badge will be 24K gold plated to a uniform minimum thickness of 25 mils. Stoned epoxy shall be used as the filler for the badges. The ribbons shall be filled with a Black enamel. All pieces struck shall be given two blows with a thousand ton press, then trimmed, pierced, and dapped to a radius of 8 degrees along the vertical axis. The pin catch shall be a B.A. Ballou #968 or equal, the pin assembly shall be a B.A. Ballou #9105 or equal, and the pin joint shall be a B.A. Ballou #68 or equal. The wallet clip shall be 1 1/2 inch long and 2 inches wide. For all three (3) badges, tools and dies will be provided upon award. When a forcer is used to bring up the design, the impression of the forcer on the back of the badge shall be regular and symmetrical. No sharp corners and rough edges shall be permitted, and sufficient metal shall be left to insure clean, smooth trimming. When a full forcer is required, care should be taken to insure a platform is raised for soldering pin, catch, hinge and rotor. Badges shall be trimmed and pierced to the die struck edge, to ensure that all edges are clean and smooth. The piercing and trimming operations shall not damage or distort the design or alter the shape of the badge. On the back of each badge toward the bottom, the contractor shall stamp in Arial 12 point type the following authority disclaimer: THIS BADGE CONVEYS NO AUTHORITY UNLESS ACCOMPANIED BY PROPER CREDENTIALS. Badges shall also be numbered consecutively with the numbers specified in a schedule to be provided in each call. Identifying numbers and letters shall be 1/4 inch high (Arial 16 point type), centrally engraved toward the top on the back of the badge. Vitreous enamel shall be hard glass enamel fused with metallic oxides to produce the Royal Blue, Midnight Navy and Black color, shade and translucence. Enamel shall be applied so as to be uniform in color, free from bubbles, foreign inclusions, cracking, crazing, or other defects. Hard enamel shall be charged, fired and stoned level with the dikes and then be lapped, felted or wheel polished to produce a durable, glass-like finish. Heavy duty pin and catch type findings shall be electronically fused to the back of each badge. The joint, pin and catch shall show no indication of looseness. The contractor shall unobtrusively stamp its name, month and year of manufacture into the back of each badge. Each badge is to be individually packaged in a transparent plastic packet approximately 3 inch X 4 inch, not less than 5 mils thick, with a zip lock type closing. A label is to be affixed to one side of the packet with the badge title and serial number clearly and conspicuously imprinted thereon. The zip-lock is to be closed prior to shipment. The contractor shall submit three (3) pre-production samples, one sample for each badge specification addressed above, for inspection, to ensure the merchandise conforms in all respects to the specifications. The pre-production samples should be numbered in accordance with the specifications stated above, and the reverse side of the piece should be marked: SAMPLE BADGE 1, 2 or 3. The pre-production samples should be delivered, by means other than U.S. Postal Service, by April 24, 2002 to: INS, 425 I STREET, NW, WASHINGTON, DC 20536, ATTN: PAULA HOLLAND. (vii) CLIN 0001 shall be delivered to the address provided in each call, to be issued after award. (viii) FAR 52.212-1, Instructions to Offerors-Commercial, is hereby incorporated by reference. (ix) FAR 52.212-2, Evaluation-Commercial Items, is hereby incorporated by reference. Proposals submitted in regard to this combined synopsis/solicitation will be evaluated as a "Best Value" to the government and award will be made to the offeror whose proposal represents the greatest overall value to the government, cost and other factors considered. The evaluation factors include technical capability, past performance and price. Each proposal shall include two past performance references for efforts similar in size and complexity to this requirement. For each reference provide a point of contact name, phone number, fax #, and e-mail address. At a minimum, proposals shall include a proposal on Company letterhead, signed. Three production samples, meeting similar technical specifications as required by this RFP, shall be included as part of the proposal. These production samples will be returned upon award. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror, Representations and Certifications-Commercial Items, with their proposal. (xi) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, is incorporated by reference. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is incorporated by reference. (xiii, xiiii, & xv, not applicable) (xvi) Proposals to this solicitation are due no later than 24 April 2002 by 2:00 p.m. EST. All proposals with production samples shall be sent to INS, HQPRO, ATTN: Paula Holland, 425 I St., NW, Room 2208, Washington, DC 20536, by means other than U.S. Postal Service. (xvii) All offers should be addressed to Paula Holland and reference #COW-2-R-0054. INS is soliciting on an unrestricted basis: all responsible sources may submit a proposal.
