- Description The date, time, and place for receipt of quotes is: April 30, 2002 by 4:30 pm, Daylight Eastern Time. Quotes shall be submitted to: Richard Runaldue phone at 202-693-5140 or E-Mail: rrunaldue@oig.dol.gov. This is a combined synopsis/ solicitation for commercial items prepared in accordance with format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quote. The solicitation number is OIG-0A001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations including Federal Acquisition Circulars (FAC) 97-27. This solicitation is unrestricted and therefore not set-aside for small businesses. Oral presentation may be requested prior to award. The following item and description apply to this solicitation: 000 1 Electronic audit management system, TeamMate2000, or Equal, in accordance with the salient characteristics listed below. 1 LOT. This requirement is for a TeamMate2000 or Equal for an electronic paperwork package to enhance the audit documentation process including: preparation, review, report generation, and storage. This product will be used across a wide range of business sections such as compliance, performance, financial information technology (including security), and program reviews. The following salient characteristics reflect the characteristics and level of quality that must be present in order to meet the Government's minimum needs. Below is a description of those salient physical, functional, or performance characteristics of the brand name item that an "equal" item must meet to be acceptable for award. The following are firm requirements: User: Capability to handle up to 200 users. Compliance: Must comply with the current OIG Office of Audit Handbook. Library: Allows for the storage of templates for all OIG audit plans, work papers, reports, formats and memos. Access to Historical Audits: Once the audit is closed, auditors should be able to view and copy the previous audit information. Compatibility with 3rd party software: Must be compatible with the Microsoft Office 2000 Suite. Client Server Environment: Must operate on the Microsoft NT server, windows 98 client server platforms across the OIG WAN/LAN environment. User Training: 5 training classes for OIG personnel in the products general usage is to be provided by the vendor. Classroom locations can be specified by the OIG to include its own government facilities. The time-table for this training is to be specified by the OIG. Security: Encryption of audit information at all times. Real-Time Use: Allows for the maximum number of (200) users access to the same files at the same time. Audit Standards: Must facilitate compliance with Government Auditing Standards. Date of Delivery: 30 days from date of purchase. The following factors shall be used to evaluate offers: Technical (50%) Price (50%)(The magnitude of this requirement is estimated to be between $100,000 and $300,000.)
