Description
This is a re-posting of the original synopsis posted 03/04/02. The original posting was deleted from the system to upload the solicitation, specification and drawings as five separate files to ease in downloading. The following is the orginal synopsis: Provide all labor, materials, equipment, transportation and supervision required for the fabrication and installation of Cape Fear Entrance Range (offshore) structures, (Front and Rear) Southport, NC. Contractor shall provide all labor, materials, and equipment (except the Government Furnished Equipment - GFE) to perform and complete the work. GFE is: 35 Watt Solar Panels, RF-14 Rnage Lanterns, 155 MM Lanterns, Range Switch Box, Range Power Boxes, Local Terminal Box, PV Combiners, Battery Cells & Misc. Hardware, Daylight Controls and Low Voltage Drop Kit. The Contractor shall make arrangements for obtaining the GFE. Contractor shall be responsible for all transportation of GFE to the work site. Contractor shall install optics, batteries and solar panels, etc. Coast Guard personnel will perform final optic alignments. The NAICS is 234990 (SIC Code 1629) size standard $27.5M. This procurement is open to both large and small businesses in accordance with the Small Business Competitiveness Demonstration Program. However, FAR Clause 52.219-23 Notice of Price Adjustment for Small Disadvantaged Business Concerns and 52.219-4 Notice of Price Evaluation for HUBZone Small Business Concerns may be applicable (This clause allows a price adjustment factor for small disadvantaged business concerns. SIC Codes and their appropriate regions for the SDB adjustment can be found at www.arnet.gov/References/sdbadjustments.htm.) The estimated range is $1M - $5M. The performance period is 120 Calendar Days after notice to proceed. The bids will be due 04/29/02. A Bid Bond is required. A Plan Holders List is NOT available. NO TELEPHONE REQUESTS. The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOTs Bonding Assistance Programe (BAP) offers bid, performance and payment bonds on contracts up to $1M. DOTs Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable.
