Description
Contractor shall provide all labor, materials, supplies, and qualified supervision to provide Job Development and Placement Services for eligible veterans to obtain and/or maintain suitable employment that meets the rehabilitation criteria of the Department of Veterans Affairs. The veterans to be served belong to a "hard to place" population defined as those individuals who have a significant impairment in their ability to prepare for, obtain, or retain employment. Significant impairment can include, but is not limited to, psychiatric history; medical/physical problems; extended periods of unemployment; educational deficiencies; felony conviction; homelessness; transient lifestyle; sporadic work history; lack of transferable skills for suitable employment; and substance abuse history. Contractor must have experience in working with this "hard to place" population. Services shall include, but not be limited to, assessment of veteran's individualized plan of services (IEAP); monitoring/documentation of veteran's participation with their IEAP; direct referral of the veteran to identified employers; assistance in completing job applications, revising resumes; and placement follow-up. Contractor employees must have a Masters Degree in Counseling Psychology, Rehabilitation Counseling, Social Work Service or other closely related field OR a Bachelor's Degree with Certification from the Commission of Rehabilitation Counseling, Licensed Professional Counselors, or National Board of Certified Counselors. There shall be approximately 50 cases per year divided amongst the Hampton, Virginia area (55%), Richmond, Virginia area (20%) and the Roanoke Virginia area (25%). Multiple awards may be made. This procurement is 100% set-aside for small businesses. NAICS 624310 applies with a small business size standard of $6.0 million. Offerors will be required to submit both a technical and a price proposal. The solicitation will be available for download at no charge at the following website: http://www.va.gov/oamm/busopp/sols/htm on or about May 1, 2002. Solicitation distribution is limited to electronic medium and no hard copies will be provided by the VA. Any amendments will be posted at the website. Offerors are advised that they are responsible for obtaining all documents and amendments. Offers submitted must have an original signature by an individual authorized to bind the company. Electronic offers will not be accepted.
