- Description
- The Naval Air Systems Command, Patuxent River, MD, has a requirement for systems engineering support, quality assurance, research and development support, manufacturing processes, financial and management support services for support of the F/A-18 Hornet Aircraft. This is a notice of intent to request a proposal and negotiate with Raytheon Technical Services Company, Engineering and Production Support (RTSC EPS), 6125 E21st Street, Indianapolis, IN 46219-2058, on an other than full and open competitive basis. The Government intends to negotiate on a sole source basis with RTSC EPS to provide continuity in the required ongoing engineering services. RTSC EPS has provided Engineering and Technical Support since the initial development stages of the F/A-18 Hornet Aircraft. RTSC EPS possesses all the technical expertise, experience, facilities, and associated proprietary data necessary to provide F-18 Nonstandard Parts Review and Parts Management Program support due to the unique circumstances associated with the privatization of NAWCADI. RTSC EPS is a production house that also provides technical support. RTSC EPS has knowledge of and experience with Design for Manufacturing and Lean Manufacturing, which is critical to the continued support of the F/A-18 program. The development of this capability with any other activity would require significant costs to assimilate the required learning for these tasks and would result in schedule delays for the F/A-18 Hornet program. The proposed action will be Fixed Price contract and the estimated period of performance for the contract will be 12 months, with four 12-month options. Government site workspace will not be available; all work will be accomplished at the contractor site. This notice is not a request for competitive proposals, and no solicitation document is available. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses shall be considered by the Naval Air Warfare Center Aircraft Division, Contracts Department. Responses without a return address, mailing address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. Note: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
