Description
NASA/MSFC plans to issue an Invitation for Bids (IFB)for "Construct Propulsion Research Laboratory (PRL). This project provides for the construction of a new, one-of-a-kind, world-class, state-of-art, multi-purpose Propulsion Research Laboratory at the Marshall Space Flight Center in Huntsville Alabama. This facility will be a focal point for research of advanced, cutting edge propulsion technologies that will open the door for the exploration and development of space. Architecturally, the Propulsion Research Laboratory utilizes various materials, colors and features to reflect the high-tech nature of its function. The building is a 108,000 s.f. single story, slab on grade facility with a metal sandwich panel and split-faced concrete masonry unit exterior. The facility is composed of several various sized laboratories that will conduct propulsion research in a wide variety of propulsion topics. Research of high-energy sources, high-energy chemical reactions, solar energy, and simulated nuclear processes based on fission, fusion and antimatter will be conducted. The typical laboratory has utility consoles, large entry doors, thickened floor slab, rollup door and extensive utilities support. The corridors leading to the laboratories are 12 ft. wide to facilitate movement of large equipment and experiment hardware in and out of the laboratories. Several centralized laboratory support areas are included for the experimental fabrication, assembly, diagnostics, control electronics, and data collection. Mechanical systems are provided to maintain year-round temperature and humidity controls, supply high purity and moisture free air, and gaseous nitrogen to each laboratory. Electrical systems will provide power for high energy consuming experiments and special test equipment. This facility has office spaces for approximately 70 researchers and technicians. On the exterior, paved areas include access drives, parking lots and concrete hardstand. Some landscaping is required. Another key element of this facility is the visitor?s gallery. This area is designed to provide a hands-on approach utilizing both static and interactive displays and closed circuit monitoring of experiments to inform and educate visitors of the ongoing research. The order of magnitude for the procurement is Greater Than $10,000,000.00 and the effort shall be completed within 465 calendar days after notice to proceed. All packages requested must be in writing and contain the Company Name, Address, and Phone/Fax numbers. Request for IFB packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractor will be a consideration at award time and the prime contractor must have an EXPERIENCED MODIDIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. Requests for IFB packages will not be accepted less than 10 days prior to bid opening. This procurement is full and open comptetion, with applicable small business goals. The NAICS Code and small business size standard for this procurement are 233320 and 28.5M, respectively. The anticipated release date of the IFB is on or about April 30, 2002 with an anticipated offer closing date of on or about May 30, 2002. The provisions and clauses in the solicitation are those in effect through FAC 01-06. DPAS Rating : DO-C2 The Government does not intend to acquire a commercial item unsing FAR Part 12, See Note 26. The firm date for receipt of bids will be stated in the IFB. Drawings will be available from the Bid Distribution Office. All responsible qualified sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B".
