- Description
- NASA/GSFC plans to issue a Request for Proposal (RFP) for services and support required to accomplish high-energy heavy-ion beam single event beam testing of microelectronics and photonics for radiation effects research. The specialized requirements are for a range of tuned energies appropriate for single event tests on emerging technology between 90-200 MeV/amu for various species, such as Argon, Krypton, Xenon, gold and uranium and for specific durations for complex space testing. Special test set-up requirements are needed to accomplish radiation testing of electronic elements (parts, boards, subassemblies, etc.) NASA/GSFC intends to purchase the services and support from Michigan State University, National Superconducting Cyclotron Laboratory. The Statuary Authority permitting Other than Full and Open Competition is 10 U.S.C. 2304 (c) (1) and FAR 6.302-1. Only One Responsible Source. The National Superconducting Cyclotron Laboratory provides a unique technical facility for high-energy heavy-ion single event effect testing for support of the electronic parts and Package Program. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 22, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
