Description
Per FAR 6.302-1, NASA/KSC plans to extend the Payload Data Management Contract (PDMS II) NAS10-11825 to Compaq Computer Corporation on a sole source basis. The PDMS II effort will be consolidated into the Payload Ground Operation Contract(NAS10-11400) follow-on, or the Checkout Assembly and Payload Processing Services (CAPPS) expected to be awarded in July or August. The extension for PDMS will be for a one-month basic period and four one-month options to allow for an orderly award and transition. The PDMS contract consist primarily of Project management/support tasks (support tasks include sustaining engineering, SR&QA, configuration management, and site planning and installation), onsite expertise, and maintenance on delivered hardware and software. Since the inception of the PDMS II, Compaq has provided the expertise required, including the resident manager, project coordinator, projects expert, and programmer. As such, Compaq is the only source that has the unique knowledge base, internal technical data and experienced personnel to successfully perform this effort. This is not a formal solicitation. This synopsis is not considered a request for proposals. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 P.M. Eastern Time on May 10, 2002. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. An Ombudsman has been appointed, See NASA Specific Note "B".
