Description
The U.S. Department of the Interior, Office of Inspector General (OIG), Office of Audits (OA) conducted an expert evaluation of the Office of Audits. A report was generated as a result of this evaluation. Within the report, a blueprint was developed to implement a restructuring plan to decentralize the OIG Office of Audits in such a way that it functions optimally and in accordance with the statutory requirements of the Inspector General Act of 1978, 5 U.S.C. App.3. Four areas were identified where change need to occur. The first area concerned the restructuring of the Office of Audits by placing duties, responsibilities and accountability with Regional offices and empowering these offices to perform their assigned duties. The second identified activities to be eliminated and/or modified, as well as, management systems that should be implemented or improved, to effectively manage the new organizational structure and to introduce new audit services. The third identified actions that could be implemented to improve audit report clarity. The last area identified cultural issues that needed to be addressed through training, and management initiatives. It is the intent of the government to award a purchase order using the Simplified Acquisition Procedures (SAP). This procurement is issued subject to FAR Parts 13 and 15 for a contractor to provide the implementation of the above organizational changes. Copies of the report shall be provided upon request. The Government does not intend to acquire a commercial item using FAR Part 12. NAICS Code for this requirement is 541618. Period of performance shall be from date of award through December 31, 2002.
