Description
NOTE: THIS SOLICITATION REPLACES SOLICITATION # F08620-01-R0038 ORIGINALLY POSTED ON 2 NOVEMBER 2001. SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER), HURLBURT FIELD, FLORIDA. Hurlburt Field is an Air Force installation that is located in the Florida Panhandle mid-way between Panama City, Florida and Pensacola, Florida. This acquisition is reserved under the Section 8(a) Program for firms located in the Small Business Administration?s Region 4 which includes Tennessee, Kentucky, North Carolina, South Carolina, Georgia, Florida, Alabama, and Mississippi. Responses will be accepted only from firms meeting the above criteria at the time of proposal receipt. The North American Industry Classification System (NAICS) code for this project is 233320 with a size standard of $27.5M; the SIC code was 1542. This contract will be a "Price Performance Trade-Off" contract; award will be made based upon the "Best Value" to the Government in accordance with FAR 15.101. The Government reserves the right to award a contract to other than the low proposed price. Performance period is one year for the basic contract period plus four one-year options. The guaranteed minimum for the life of the contract is $300,000 payable the first year of the contract. The maximum to be awarded as a result of issuance of task orders is $20 million for the life of the contract (basic period and any options exercised). Bonding in the amount of $1 million dollars (payment and performance) will be required within ten days of contract award and will be increased if the amount of outstanding task orders exceeds $1 million dollars at any time during the period of performance. Work for this project will include, but is not limited to, a broad range of maintenance, repair, and minor construction work on real property at Hurlburt Field, Florida. The work is required in support of the 16th Civil Engineer Squadron. The contract will be a single award, Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract. RS Means Facilities Construction Cost Data will be the price book which will be used with the application of the Pensacola, Florida City Cost Index and the contractor?s coefficient. The contractor shall be required to furnish all materials, equipment, and personnel necessary to design, manage, and accomplish the tasks. The contractor shall be required to furnish a trailer and maintain a management office on Hurlburt Field, Florida in order to receive task orders and to provide other management services related to accomplishing individual task orders. Individual task orders will vary in size ranging from $2,000 to $500,000. The estimated number of task orders per year is expected to range from 25 to 50. The tasks will include, but are not limited to, tasks in a variety of trades, such as electrical, plumbing, sheet metal, roofing, painting, demolition, concrete masonry, and welding. The issuance date for this solicitation is projected to be on/about 28 December 2001. A pre-proposal conference will be held at Hurlburt Field, Florida approximately 14 days after issuance of the solicitation. Date for the pre-proposal conference will be posted with the solicitation. Companies that are woman-owned, HUBZone certified, and/or Service Disabled Veterans who are 8(a) certified are encouraged to participate in this acquisition. PROSPECTIVE CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION DATABASE PRIOR TO AWARD OF A GOVERNMENT CONTRACT. OFFERORS ARE FURTHER ADVISED THAT FAILURE TO REGISTER IN THE DOD CENTRAL REGISTRATION DATABASE WILL RENDER YOUR FIRM INELIGIBLE FOR AWARD. REGISTRATION REQUIRES APPLICANTS TO HAVE A DUNS NUMBER. RECOMMEND REGISTERING IMMEDIATELY IN ORDER TO BE ELIGIBLE FOR TIMELY AWARD.
