Description
14th Contracting Squadron, Columbus AFB, MS announces the intent to issue a Request for Proposal (RFP) in a negotiated procurement for Roof Repairs to Bldg. 268 at Columbus AFB, MS. This procurement will utilize competitive source selection Price Performance Trade Off (PPT) process in accordance with FAR Part 15. The trade off process is the method that will be used to evaluate price and other factors specified in the RFP, with the goals and objectives being to select the proposal that offers the best value to the Government in terms of performance and price. The Contractor shall provide all labor, materials, tools, equipment, transportation and incidentals necessary for the proper execution and completion of the erection and installation of the metal standing seam roof system and fascia/wall panels, soffit panels, gutter and downspout systems, combustion vent bases, plumbing vent bases, roof jacks, gravity-flow ventilators as shown and indicated on the contract drawings and herein specified with the intent that the installation shall be complete in every respect. All work shall be in accordance with the Metal Building Manufacturer's Association's latest edition of the "Metal Building Systems Manual". Also included is to provide and install Dry-Pipe Fire Suppression Sprinklers, HVAC and Mechanical, Electrical and Miscellaneous Construction and other incidentals as specified in the plans and specifications. The Government intends to evaluate proposals and award a contract without discussions with respective offerors. Therefore, each initial offer should contain the offeror's best terms for price and past performance. The Government, however, reserves the right to conduct discussions if deemed in its best. One Firm Fixed-Price contract will be awarded from this RFP with a performance period of 240 calendar days from issuance of Notice to Proceed. The acquisition is not set-aside for small business; however, it is pursuant to the Small Business Competitiveness Demonstration Program. The NAICS Code is 235610 with a Standard Size of $11.5 MIL. The magnitude of construction is between $500,000 and $1,000,000. Request for Proposal (RFP) and any subsequent amendments will be posted at the Electronic Posting System (http://www.eps.gov) only. Paper copies will not be provided. Contractor will be solely responsible for monitoring Internet and obtaining the solicitation, amendments and downloading them for their files and will need the viewers for Microsoft word (.doc), Acrobat reader (.pdf) and Auto CAD Internet Format (.dwf) to be able to view the solicitation documents. Registration for the RFP is requested once it is posted since this will be the only source of information available from which to compile a source of interested offerors. No telephone request will be honored. Information can be faxed to 662-434-3049 or e-mailed to (rose.dejapa@columbus.af.mil). The following information is requested: company name, address, telephone and fax numbers, e-mail address, business size/type, commercial and Government Entity (CAGE) Code, DUNS and Tax ID numbers. Interested offerors must ensure that they are registered with the Central Contractor Registration (CCR) in order to receive award of a Government contract. Approximate posting of the RFP will be 7 February 2002 with a proposal due date 11 March 2002. Two group site visits are scheduled for 20 and 21 February 2002 @ 1300 hours. Prospective contractors are requested to submit their company name, address, telephone/fax numbers and e-mail address and a list of individuals with their date of birth and SSN that will be attending the site visit. This information shall be submitted three workdays before the scheduled site visit for entry to base.
