- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 13.5-TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS, SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS, FAR PART 13-SIMPLIFIED ACQUISITION PROCEDURES, AND AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation, #02-844-6037, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06, effective April 4, 2002.*****The associated North American Industry Classification System (NAICS) code for this procurement is 334516, and the small business size is 500 Employees. This acquisition is unrestricted.*****The National Institute of Standards and Technology (NIST) has a requirement for one (1) Modelocked Ti:Sapphire Laser, and one (1) Diode-Pumped, Frequency Doubled Nd:YV04 Laser System, Coherent Laser Group BRAND NAME -- OR EQUAL (Coherent Models MIRA-F-V10 Mira Optima 900-F Femtosecond Ultrafast Ti:SL and Verdi 5 Watt Laser System), which will be used at the NIST Optical Technology Division.***** Ti:Saph will be used as a source for a single molecule confocal microscope; Nd:YV04 will be used primarily as a pump for the Ti:Saph and also separately as a single-mode source of 532 nm light. Laser will be used for single and multiple photon fluorescence measurements and for various spectroscopies on single molecules.*****All interested, responsible business firms may provide a quotation for the following line items: Line Item #0001, Modelocked Ti:Sapphire Laser, equal to the Coherent brand named above; and Line Item #0002, Diode-Pumped, Frequency Doubled Nd:YV04 Laser System, equal to the Coherent brand named above.*****The following salient characteristics and specifications are required and shall be met: I. Line Item #0001: (a) Autocorrelation: <200fs;** (b) Rep rate: >76MHz;** (c) Average power: > 650 mW;** (d) Tuning range: at least 700-980nm;** (e) RMS noise: <0.1% (10Hz-2MHz);** (f) Beam diameter: 0.8mm or please specify;** (g) Divergence: <1.7mrad;** (h) Output mode: TEMoo;** (i) Polarization: Horizontal;** (j) The laser shall be passively modelocked and use a variable saturable absorber for preferential control between CW and modelocked operation (this configuration provides a means for controlling loss differential as well as gain differential which is necessary for reliable operation and control of the spectral purity of the modelocked output;** (k) The system shall include a starter mechanism which actively and reproducibly initiates modelocked operation. This system shall include a sensor to automatically restart the system should modelocked operation be interrupted;** (l) The laser shall have an internal diagnostic system which includes: (1) an autoranging five decade fluorescence detector/power meter to facilitate alignment and optimization, (2) a monitor to verify CW spectral content to insure spectral integrity of output and maintain pure modelocked operation, and (3) a biased, fast photodiode to provide a synchronization signal for detector triggering;** (m) The laser shall have a thermally-compensated resonator so that the system automatically and passively offsets the effects of thermal fluctuations in the laboratory that cause drift over long periods of operation;** (n) The system shall have internal pump laser steering optics for maximum control of the pump beam position into the Ti:Sapphire crystal. These mounts shall provide independent translational and rotational positioning of the Ar pump beam;** (o) The system shall be able to be pumped from the side of the laser so that no turning mirror is required outside the laser itself to direct the Ar beam into the cavity. This configuration also allows the laser to be positioned at the corner of an optical table for optimum control and conservation of space;** (p) The laser shall include a separate CW cavity arm to facilitate alignment. This arm may also be used to produce tunable CW output from the laser;** (q) An on-site warranty of one year/5000 hours, whichever expires first, beginning at the time of installation, shall be included, and shall cover parts and labor;** (r) Vendor installation at NIST shall be included;*****II. Line Item #0002: (a) Laser head shall be hermetically sealed so no dust can enter the cavity and so no alignment or cleaning of optics is needed;** (b) The size of the laser head shall not exceed 18.3 x 5.5 x 4.3 inches to allow for space on the optical table for other instruments;** (c) The size of the power supply shall not exceed 17.2 x 17.8 x 7 inches so it may be rack mountable;** (d) The laser shall be single frequency (<5 MHz over 50 msec) to ensure the lowest possible noise and the longest possible coherence length. The laser shall be specified with noise <0.02% rms from 10Hz to 1GHz;** (e) There shall be adjustment on the power supply to vary the output power of the rated output;** (f) To ensure the longevity of the diode bars, which pump the Vanadate crystal, the diode bar material shall have no aluminum in the active area to eliminate the main failure mechanism of diode lasers: catastrophic optical damage due to oxidation of aluminum at the diode facet;** (g) Replacement of the diode packs housed in the power supply shall be connected to the optical fibers via an SMA type connector for convenience. When changing the diode bars, it shall not be necessary to feed the fiber in and out of the umbilical cord;** (h) An on-site warranty of one year/5000 hours, whichever expires first, beginning at the time of installation, shall be included, and shall cover parts and labor;** (i) Vendor installation at NIST shall be included.*****A description of brand name or equal is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency requirement.*****To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristics specified in this RFQ; clearly identify the item by brand name, if any, and make or model number; include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and clearly describe any modifications the quoter plans to make in a product to make it conform to the RFQ requirements.*****Delivery is required within seventeen (17) weeks or less after receipt of order (ARO). Delivery shall be FOB DESTINATION, NIST, Gaithersburg, MD.*****The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.*****Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors' (A) Technical Capability; (B) Past Experience; (C) Past Performance; and (D) Price. Technical factors and Past Performance, when combined, are more important than Price.*****Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the make and model of the products, manufacturer sales literature or other product literature that clearly demonstrates that the offered products meet the specifications listed above.***** Evaluation of Past Performance will be conducted in accordance with Federal Acquisition Regulation (FAR) 52.212-1(b)(10). Past performance will be evaluated to determine overall product quality and service with respect to technical and administrative issues. Past Experience will be evaluated to determine the degree of vendors' experience in successfully providing comparable laser systems for the types of applications described herein. Quoters shall provide a list of at least three (3) references, at NIST, Gaithersburg, MD, or other, to whom the same or similar equipment has been provided. The list of references should include: (a) the name of the reference point of contact; (b) the name of the company, organization or agency; (c) the telephone number of the point of contact; (d) the date product(s) was/were provided; and (e) purchase order or contract number relevant to purchase.
