Description

This notice is the same as 02-892-2123 - Re-post necessary due to technical problems. The National Institute of Standards and Technology (NIST) intends on entering into a sole source procurement with Towson University, under the authority of FAR Subsection 13.106-1(b). This procurement is for the continued support of research activities on optical networks, and the development of software for the Advanced Network Technologies Division. The sole source determination is based on the unique qualifications and expertise of Professor Yangon Kim, of Towson University, and a team of graduate students. This team designed the graphical user interface (GUI), and the interface between the GUI and core simulation engine, and therefore, can immediately perform the required research and follow-on development. It is anticipated that a firm-fixed-price purchase order will be awarded. No RFQ package is available. Any interested party may submit, in writing, their capability statement to respond to this requirement. However, a determination by the Government to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for quotes.
