- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Q-Sense, Inc., of Newport Beach, CA, for acquisition of one (1) Q-Sense D300 Q cm Quartz Microbalance, and one (1) QwiC 301 Optical Measurement Chamber. The system will be used in the Polymers Division, at NIST, for measurement of optical properties of films while simultaneously measuring dissipation and characteristic frequency.*****Installation and training at the NIST laboratory shall be included. In addition, one year of e-mail and telephone support, as well as a one-year warranty shall be included.*****Sole source determination is based on the need for instrumentation with capabilities that allow state of the art qcm experiments. The Q-Sense instrumentation is uniquely qualified to meet the Government's needs, as it meets all the following specifications: 1. Ability to measure optical properties of films while simultaneously measuring dissipation and characteristic frequency; 2. Ability to measure films under flow of aggressive liquids such as acids, bases, and organic solvents; 3. Optical Measurement Chamber: (a) Optical Window shall allow simultaneous interferometry and qcm of samples under liquid flow; (b) Temperature Control: ? 0.03 K; 4. Standard Measurement Chamber: (a) Acid/Base Resistance: Titanium Walled construction suitable for measurements on blood, toluene, thf, TMAH, and electrolyte solutions; (b) Ports for fluid flow from external pump or capability of batch flow measurements; (c) Temperature Control: ? 0.03 K; 5. QCM Electronics: (a) Capability to measure characteristic frequency (providing mass) and dissipation (providing viscoelasticity) simultaneously; (b) Capability to measure several frequencies (overtones, such as 5, 15, 25 and 35MHz) simultaneously; (c) Frequency Range: 1-40 MHz; (d) Kinetic resolution: <10 point/sec; 6. Measurement Sensitivity: (a) Dissipation Sensitivity: For an unloaded 5 MHz AT-cut quartz crystal - (i) In air (1 atm) < 1x10^7; (ii) In water (25C) < 1x10^6; (b) Mass sensitivity: For an unloaded 5 MHz AT-cut quartz crystal -- (i) In water (25C) <10 ng/cm^2, at kinetic resolution 1 point/sec; (ii) In air <5 ng/cm^2, at kinetic resolution 1 point/sec; 7. PC system acquisition software and analysis software: Analysis software for extraction of viscosity and elasticity; 8. QCM Sensor Crystals: (a) Fundamental Overtone: 5 MHz; (b) Sensor area: 20 mm^2; (c) Different surfaces available: Gold, SiO2, Copper, Stainless Steel and Polystyrene. *****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within eight (8) weeks or less from receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 30, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
