Description
This is a synopsis/non-competitive solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTIFICATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. The U.S. Department of Energy?s National Energy Technology Laboratory is soliciting provision of a research vessel and a manned submersible for a period of 9 days beginning June 6, 2002 through June 14, 2002, to support a program researching gas hydrates. This procurement is being solicited non-competitive from Harbor Branch Oceanographic Institute, Inc., as the only known source of a research vessel and manned submersible capable of collecting deep sea gas hydrates and installing long-term hydrate monitoring equipment. Pricing shall be provided per day for 9 days. 1. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. 2. Bidders shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer, available at: www.arnet.gov 3. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there are no addenda to this provision. 4. FAR clause 52.212-5, Contract Terms and Conditions Required to implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clause cited in the clause are applicable to this acquisition: 5. FAR 52.222-35 Affirmative Action for Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 6. FAR 52.225-3, Buy American Act Supplies (41 U.S.C. 10).
