Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Request for Quote number R-9090-00-2-00. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06 (April 2002 ). The North American Industry Classification System code is 334516 with a size standard of 500 employees. The Food and Drug Administration is soliciting for a Computerized 600 MHz Nuclear Magnetic Resource Spectrometer System consisting of: 1). Magnet System: Superconducting magnet (minimum operation field 14.09 Telsa) minimum bore width of 51 mm, Actively shielded cyromagnet, Nitrogen and helium level sensors, At least 28 magnet shims, Antivibration legs, and Site inspection. 2.) Spectrometer Hardware: Three RF Channels, with at least two fullband RF channels, and at least one RF channel with broadband capabilities, Digital RF control, Linear RF amplifier 50 Watts (W) for 600 MHz, Linear RF amplifier at 300 W 6-200 MHz, Linear RF amplifier of a least 150 W for 200-242 MHz, Waveform generator, Preamplifier (Proton, Deuterium, and Broadband), Frequency synthesizer for all 3 RF channel (Phase, Amplitude, and Frequency), Deuterium (2D) (Phase modulator, Decoupling, Gradient Shimming, and Lock), Pulse shaping capabilities, Full pulse field z-gradient capabilities and gradient shapes, Digital gradient control greater than 40 G/cm, Decoupling ability for all 3 RF channels, and Digital filters. 3). Triple resonance probe: 5mm 1H(13CX) triple resonance or comparable probe with: At least z-gradient capabilities, Minimum signal to noise (S/N) ratio for 1H of 1000:1 in 0.1% ethylbenzene (sensitivity values over 250 Hz noise), Demonstrate RF homogeneity for 1H, 13C and 15N greater than 70%, Minimum 90 pulse width for 1H of < 7 ??s in 0.1% ethylbenzene, Minimum 90 pulse width for 13C of < 15??s, If 1H(13C 15N),(minimum 90 pulse width for 15N of < 30??s), Spinning side bands less than or equal to 1%, Resolution of 1H in CHC13 at 50% level less than 0.45 Hz for a spinning sample, Direct detection of 1H signal, Simultaneous or single irradiation of 13C and X frequencies, X-channel can be tuned from 15N to 31P, Deuterium decoupling capabilities, Variable Temperature Control from ?V150.0 to 130.0 C, and Variable Temperature accuracy within +- 0.2 C. 4). 13C(H) direct detection probe: 2-4mm 13C(H) single or double resonance or comparable probe with: At least z-gradient capabilities, Demonstrate RF homogeneity for 13C greater than 70%, Spinning side bands less than or equal to 1%, Deuterium decoupling capabilities, Variable Temperature Control from -10.0 to 100.0 C, and Variable Temperature accuracy within +- 0.2 C. 5). Variable Temperature Unit: Variable Temperature Control of liquids from ?V100.0 to 200.0 C, and Variable Temperature accuracy within +- 0.2 C. 6). Computer: Computer and computer operating system to run NMR operational and processing software on at least 18 inch flat panel monitor, 48X CD-ROM, minimum 20GB hard drive, 10/100 Base-T Internet, keyboard, and printer for text and spectra. 7). Computer control: Digital RF Control, shim control, lock control, spin control, variable temperature control, and automatic eject/insert. 8). Computer Software: Acquisition software and license, 1D, 2D, and 3D processing software and license, pulse programming capabilities, ports to support workstation connections, and free software upgrades for a year. 9). Autosampler: Autosample changer, minimum number of samples held by the changer is 50, 50 sample spinners or turbines, sample tube lengths greater than 7 inches, autosampler table, autosample management software, and autosample control. 10). Worktable: constructed with nonmagnetic metals. 11). Cryogen filling equipment: helium transfer line and any other equipment needed for cryogen upkeep and fills. 12). Installation: complete shipping, handling and installation, verification of specifications for at least pulse widths, all probes S/N, line shapes, resolution, pulse shapes, RF homogeneity, gradient control, acquisition sampling rate, temperature control and digital filters, complete set of user manuals and instrument electronic and RF schematics, and delivery must take place before 120 days after the contract is signed. 12).Warranty: minimum 1-year warranty, instrument technical support for a minimum of five years (parts, phone, and service visits as needed). 13). Training: free training course or courses for two people. APPLICABILITY OF FAR PROVISIONS: The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this solicitation and are incorporated by references. FAR 52.203-6, Restrictions on Subcontractor Sales to the Government (alternate I) (OCT 1995); FAR 52.212-1 Instruction to Offerors ?V Commercial Items (OCT 2000); FAR 52.212-2, Evaluation ?V Commercial Items (JAN 1999), applies to this acquisition and paragraph (a) is completed. ??The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical merit, past performance, and price are weighted equally and price must be considered fair and reasonable. The Government reserves the right to award to other than low offeror.
