- The National Institutes of Health (NIH), National Cancer Institute (NCI) seeks a Contractor to provide support services for the State Cancer Policy Database (hereafter referred to as SCPD). The SCPD provides information necessary to evaluate the effect of state legislation on public health; conduct research and analyze cancer-related health policy; monitor legislative trends that may reflect changes in public attitudes and practice; and facilitate the application of cancer control research. The information maintained on state legislation and regulations address cancer-related topics, including access to state-of-the-art treatment, breast cancer, cervical cancer, colorectal cancer, genetics, ovarian cancer, prostate cancer, skin cancer, surveillance/cancer registries, testicular cancer, tobacco-use reduction and uterine cancer. The NCI intends to award a single contract to provide necessary technical and logistical support to the SCPD Program in the following areas: 1) Legislative Database Development and Maintenance - to include monitoring legislation, being responsible for collecting copies of enacted laws and resolutions from diverse sources; abstracting and entering data; and maintaining the database through strict quality control measures. 2) Information Dissemination of Data - to include the development and dissemination of a quarterly newsletter that provides a review of all state enacted cancer-related legislation enacted during that quarter. Assist in the development of peer-review publications and conference presentations that provide detailed analyses of state legislative and/or regulatory provisions. Develop and update periodic Fact Sheets that summarize state legislation on selected cancer-related topics, such as breast cancer, tobacco use, and prostate cancer. Maintaining and updating the World Wide Web home page of the SCPD Program located at http://www.scld-nci.net. 3) Research and Analysis of Data - to include working on the development of research papers that evaluate and rate the efficacy of state laws on selected cancer-related topics. 4) Liaison and Inquiry Responses - to include responding to requests for information on the status of state laws addressing specific cancer control topics from researchers, organizations and individuals from both the public and private sectors. Develop appropriate database searches for inquires that exceed the scope of standard SCPD products. Analyze and create custom reports, as needed, to respond to the inquiry. 5) Technical Writing and Editorial and Graphic Services - to include the development, writing, and editing of administrative, technical and scientific health documents, reports and program guides for publication and distribution. The North American Industry Classification System (NAICS) code is 541611 with a size standard of $6,000,000. Request for Proposal (RFP) No. N02-CO-21017 will be available on or about April 09, 2002 and receipt of proposals will be due on or about May 10, 2002. The RFP will only be available electronically and may be accessed through the National Cancer Institute's, Research Contract Branch (RCB) Home Page at http://rcb.nci.nih.gov/. Once at RCB's Home Page select Current Requests for Proposals. All information required for the submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS ARE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS. NCI plans to award a five year incrementally funded term contract on or before September 15, 2002. This advertisement does not commit the Government to award a contract. This proposed contract is 100% set aside for Small Business Concerns.
