- Description
- This synopsis provides notification of a new requirement, replacing the previous draft solicitation MS-01-R-0004 in its entirety, of the United States Marshals Service (USMS) to lease, on a long term basis (10 years), a quantity of six large transport jet aircraft with a minimum passenger capacity of 148. New or used aircraft are acceptable. It is estimated that each aircraft will be flown approximately 1400 hours per year. Aircraft will be leased with the contractor to provide all maintenance, but without crews since the USMS will fly their missions with properly certified USMS pilots/crews. The aircraft will generally depart from and return to USMS sites with flights being both inside and outside of the Continental United States. A multi-year contracting approach, a multiple year contract approach, and a combination multi-year/multiple year approach will be available for offerors to select from in developing their proposals. Contractors will be required to propose a full quantity of six aircraft. For the purpose of standardizing the USMS Fleet, all aircraft will need to be of the same model with the same primary avionics, instrument displays, and engines. An aircraft performance specification with minimum and desired requirements will be provided as part of the solicitation. Contractors will be required to submit their plan for maintenance/logistical support of the aircraft which should be based on the aircraft availability requirements established by the USMS in the solicitation. Solicitation MS-02-R-0012 will be issued in Draft form on or about 01 May 2002, with a period of approximately fifteen days allotted for comments and questions. A Pre-solicitation Conference will be held on or about 21 May 2002 in Oklahoma City, OK, for all interested parties. Details of the pre-solicitation conference will be included in the Draft Request For Proposals (DRFP). This notice shall be considered to have fulfilled the synopsis requirements set forth in FAR 5.201.
