- Description
- This project consists of the construction of a campus-style facility located on a 26-1/2 acre parcel of undeveloped land, to house the new Carville Job Corps Center. The site is located in Carville, Louisiana, known as the Gillis W. Long Center. It is a State-owned facility, operated by the Louisiana National Guard, and is located along Highway 141. The project has been separated into two (2) construction packages (Package No. 1 and Package No. 2) of which Package No. 1 will be competitively bid under this Solicitation. Package No. 2, which consists of the construction of a Vocation Education/Warehouse, will be constructed on the project site under a separate contract concurrent with the construction of Package No. 1. The work associated with Package No. 1 base bid involves the construction of five (5) new buildings which consist of one 200 person Dormitory (37,926GSF), an Administration building (7,799GSF), a Recreation Center building (11,671GSF), a Cafeteria (10,075GSF), and an Education/Light Vocational building (13,678GSF). The work shall also include miscellaneous site improvements in the form of general landscaping, roads, parking, drainage, water, sewerage and gas utilities, water booster station, and site/security lighting for the new buildings. The work includes the purchasing and supplying of all door hardware for Package No. 2 as Government Furnished Equipment. (Installation of the Package No. 2 door hardware shall be by the Package No. 2 contractor.) The work also includes the purchasing and supplying of all fire alarm equipment, devices, programming and installation inspection for Package No. 2 as Government Furnished Equipment. (Installation of the Package No. 2 fire alarm system shall be by the Package No. 2 contractor.) The gymnasium portion of the Recreation Center building (7,692GSF) is designated as "Option Number 1", and shall be priced separate from the Package No. 1 base bid. The Medical/Dental portion of the Administration building (4,296GSF) is designated as "Option Number 2" and shall be priced separate from the Package No. 1 base bid and Option No. 1. The pricing for Option Number 1 and Option Number 2 shall remain valid for 120 calendar days from the date of award. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). The period of performance for completion of Package No. 1 is 506 calendar days, with substantial completion to be achieved within 450 calendar days, from Notice to Proceed. The period of performance shall include any, or all, of the Options selected. The total estimated cost range of construction for Package No. 1 is more than $10,000,000.00. Initial plans and specifications for Package No. 1 will be available on May 7, 2002 only from the Architect/Engineer firm, N-Y Associates, Inc. 2750 Lake Villa Drive, Metairie, Louisiana 70002. It is emphasized that requests for plans and specifications should be directed to the A/E firm listed above to ensure proper handling of requests. Requests must be submitted in writing and a $200.00 refundable bid-deposit for each package is required. This bid-deposit must be in the form of a certified check, cashiers check, or money order made payable to the U.S. Department of Labor, and submitted to the A/E firm at the time of request. Please provide your EIN number (Tax ID number) on each check and/or money order. Failure to do so may result in your deposit not being refunded. Requests subject to the stated bid-deposit amount will be limited to the issuance of one complete set per request from any interested party. Plans and specifications will be made available for pick up at the A/E's office, or may be arranged for delivery at an additional charge. Any additional shipping and/or handling charges must be pre-paid and COD requests will not be accepted. Requests must be in writing and will be answered on a first-come, first-serve basis until the initial supply is exhausted. For additional sets requested from interested parties subject to bid-deposit requirements, or for requests made after the initial actual cost of reproduction of the IFB documents, a non-refundable fee not to exceed the actual cost of reproduction of the IFB documents, plus a shipping charge based on each individual request (if applicable) will be required in order to obtain the IFB documents. Pre-Bid Walk-Thru is scheduled for May 16, 2002 at 10:00AM (local) at the project site. This will be the only opportunity to review the job site prior to submission of bids. Bid-Opening is scheduled for 2:00PM Local Time June 6, 2002 at the A/E's office. The North American Industry Classification System code for this acquisition is 233320, "Commercial and Institutional Building Construction". The Small Business Size Standard is $28.5 million. HUB-Zone, small disabled veterans, women-owned, small disadvantaged businesses, 8(a) businesses and small businesses are encouraged to apply.
