JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation, Patrick Air Force Base. PURPOSE: The purpose of this personal services contract position is to serve as the Systems Manager/Aircraft Maintenance. The incumbent provides direction/guidance to and oversight/evaluation of the Department of State aviation support contractor and host nation police and military aviation maintenance organizations. II. Scope of Work: The Contractor shall: Analyze and evaluate the effectiveness of the aviation support program for the worldwide Department of State counter-narcotics program. Develop, analyze, evaluate, advise, and recommend improvements to maintenance and related logistics policies, procedures, manpower utilization, distribution of work, and management controls for the Office of Aviation of the Bureau for International Narcotics and Law Enforcement Affairs. Responsible for: The integration of maintenance with overall logistics and operations requirements; conducting analysis and providing solutions and recommendations regarding program issues (i.e., evaluating host nation training and resources pertaining to progress in the institution building effort); evaluating and providing recommendations regarding technical solutions to program requirements (i.e., evaluation of various aircraft to perform the mission); designing solutions to aerial eradication problems (i.e., design and testing of developmental spray equipment) that require close coordination with operations requirements, and use of innovation and engineering related knowledge; and development of production schedules and time-phased plans for accomplishing major projects (i.e., COLAR Assault Helicopter Battalion, Plan Colombia, Colombian National Police UH-1 upgrade program, etc.). Provide management oversight of approximately three hundred and fifty (350) contractor aviation maintenance/logistics/quality assurance personnel, and approximately one hundred and fifty (150) host nation aviation maintenance/logistics/quality assurance personnel located in four (4) countries. Analyze and evaluate the performance of contractor and host nation aviation maintenance and support personnel for the purpose of improving the efficiency and effectiveness of aviation support for the aerial drug eradication and interdiction mission. Function as the Department of State Airworthiness Authority for all Public Category aircraft assigned to the Bureau for International Narcotics and Law Enforcement Affairs. Responsible for establishing standards of serviceability, developing airworthiness criteria, and managing the airworthiness program for a diverse fleet consisting of more than one hundred and thirty (130) fixed and rotary wing aircraft located in multiple foreign nations. Provide aviation support program advice and guidance to all Office of Aviation personnel, to include senior Government officials, more than forty (40) contractor aviation maintenance and logistics management employees, and senior host nation officials located in four (4) countries. Advice is based upon an analysis of maintenance workloads , staffing levels, distribution of skill levels within the workforce, organizational structure, and mission to recommend the most effective utilization of resources to accomplish the aerial eradication counter-narcotics mission program wide or within the host nation. Perform management oversight of, and coordination with host nation aviation maintenance/logistics/quality assurance personnel in multiple Central and South American countries as required. Develop and monitor maintenance, quality assurance, production control, and support planning programs/procedures/methodologies that maximize the application of aviation support assets for the Bureau for International Narcotics and Law Enforcement Affairs worldwide. Establish criteria for the maintenance element of the management information system and monitor the Contractor?s daily input to the maintenance/man-hour reporting system. Evaluate the Contractor?s performance and operation, i. e., determining the appropriate number and compliment of specialized personnel and control of material usage; whether work was performed in compliance with Federal Aviation Regulations and Military Specifications, where applicable, general safety standards and the terms of the contract statement of work. Encourage the use of innovative quality improvement techniques by the Contractor or host nation to enhance the counter-narcotics mission. Serve as the Department of State?s subject matter expert for aviation maintenance support. Analyze and evaluate compliance with Federal regulations and standards concerning: aviation maintenance, including airworthiness of aircraft and systems; the competence of mechanics and other technical personnel; and the safety aspects of aviation facilities, equipment and maintenance procedures. Develop Office of Aviation regulations and contract specifications for fixed wing, rotary wing, military and other aircraft and related ground support equipment and systems maintenance. Serve as the direct representative of the Contracting Officer?s Representative (COR), to the Contractor?s Program Manager, Logistics Manager, Maintenance Director, and maintenance personnel, for the purpose of maintaining high levels of mission ready aircraft to meet operational requirements while ensuring compliance with FAA regulations and standards or military specifications where applicable. Provide specialized technical analyses to effect economy and efficiency in aircraft maintenance/logistics activities; ensures that data is accurately captured and certify entry into the MIS computer system; evaluate Contractor?s performance; and implements controls to ensure that Agency funds are being expended properly. Review and certify the preparation of bid specifications for major overhaul of aircraft engines, airframes, and accessories on DoS aircraft. Evaluate the Contractor?s maintenance technical and resources library ensuring that it contains manufacturer?s specifications and service instructions, letters and bulletins, supply and other technical directives, standards, Federal Aviation Regulations, Advisory Circulars, Airworthiness Directives, aircraft and engine specifications and applicable DoS manuals and handbooks and contract statement of work, is current and available to all personnel for use. Responsible for evaluating compliance with established policies and procedures, airworthiness of aircraft; accuracy of aircraft records; and efficiency and effectiveness of the Contractor?s maintenance and logistics support program. Analyze and evaluate equipment failure(s) and assists FAA and NTSB in the investigation of accidents involving DoS aircraft. Recommend or coordinate the inspection of replacement components and installation prior to releasing an aircraft for operational use. Review inspection records for conformity to standards and accept/reject work upon completion. Represent the Office of Aviation during FAA maintenance inspections; identify problems, perform analysis of the problem, and provide advice and guidance to the Contractor to develop appropriate solutions. Provide advice and guidance to Contractor or host nation aviation logisticians in servicing, salvaging and inspecting downed aircraft. Conduct or facilitate briefings for pilots, aircraft maintenance personnel, management personnel, State Department officials and other U.S. and/or Foreign Agency personnel as required. Incumbent may be tasked to serve as an instructor during formal training sessions. Develop requirements and specifications for Requests For Proposals (RFP) for contract aviation logistics, and aircraft maintenance/support systems. Analyze, evaluate, and prepare management and technical criteria for the evaluation of contractor proposals on behalf of the Contracting Officer. Monitor Contractor?s performance and initiate periodic, scheduled and/or unscheduled, site surveys and inspections of Contractor technical performance, contract and regulation compliance. Analyze and evaluate a complex aircraft maintenance/logistics support program in response to changing strategy and operational requirements. Recommend changes to the COR and the Director, Office of Aviation for management review and concurrence. Coordinate the activities of the staff of the maintenance element. This includes the Maintenance Test Pilot/Maintenance Test Flight Evaluator, the Quality Control Specialist, the Production Control Specialist, and over 350 contractor personnel. Provide both technical and management oversight to the assigned personnel, and technical direction and management to contractor employees Performs other related duties as required. III. Desired Qualifications: Knowledge of the qualitative and quantitative methods, for the assessment and improvement of program effectiveness and/or the improvement of complex management processes and systems. Comprehensive knowledge of Federal Aviation Regulations, Department of State Regulations and Office of Aviation regulations regarding the maintenance and logistical support of aircraft for an international counter-narcotics operation. Mastery level knowledge and understanding of: Aviation maintenance management; quality assurance management; aviation logistics management; avionics systems; phased maintenance procedures; Original Equipment Manufacturer (OEM) Schooling, and Military Specification requirements to provide input to long-range planning and evaluation for international level maintenance and logistics support of the Department of State Aviation program. Mastery level knowledge of maintenance systems and reporting requirements for integration with aviation logistics systems, and disciplines related to fixed wing/rotary wing aircraft and avionics systems and a knowledge of the procurement system to expedite/coordinate programs for acquisition of new equipment. Mastery level knowledge of aviation maintenance and operational requirements to support diverse and specialized activities such as aerial eradication, interdiction, detection and sensor systems, maintenance and support management techniques and budget forecasting. Comprehensive knowledge of: DOD and/or commercial aviation maintenance management systems, aviation logistics management systems, and procedures. Five years of aviation logistics/maintenance experience in either military or commercial activities is desirable. Comprehensive knowledge of the Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation counter-narcotics aerial eradication and interdiction program is desirable. Specialized knowledge of contract administration policy and procedures sufficient to monitor contractor performance on complex contracts covering major systems or extensive programs. Completion of a Contracting Officer's Representative course or similar formal contract management course is desirable. Demonstrated ability to plan, organize, and direct matrix type team studies and evaluations of aviation maintenance and aviation support program requirements for large complex organizations. Practical knowledge of and skill in the operation of personal computers equipped with Microsoft Word, and Microsoft Excel programs is desirable. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below. Factor 1. (Contract Oversight). Offeror?s ability to: a. Develop, analyze, evaluate, advise and recommend improvements to maintenance and logistics policies, procedures and management controls. b. Provide management oversight of approximately 350 contractor personnel. c. Analyze and evaluate contractor and host nation aviation maintenance programs. d. Develop and monitor maintenance, quality assurance, production control and support planning programs/procedures/methodologies. e. Analyze and evaluate compliance with Federal regulations and standards. f. Evaluate the contractor's maintenance and technical resources library. g. Evaluate contractor's compliance with established maintenance policies and procedures. h. Analyze and evaluate equipment failures and assist the FAA and NTSB in the investigation of accidents/incidents involving DOS aircraft. i. Provide advice and guidance to the contractor or host nation aviation logisticians regarding servicing, salvaging and inspecting downed aircraft. j. Monitor contractor's performance and initiate periodic, scheduled and/or unscheduled site surveys or inspections. k. Analyze and evaluate a complex aircraft maintenance/logistics support program involving a fleet of more than 130 fixed and rotary wing aircraft. Factor 2. (Program Integration). Offeror?s ability to: a. Perform maintenance program integration function to ensure successful aircraft acquisition, maintenance support, and deployment of the aircraft. b. Ensure that maintenance and logistical support provided is in accordance with the approved program. c. Perform the function as the Department of State Airworthiness Authority for all Public Category aircraft assigned to the Office of Aviation. d. Maintain liaison with the U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to aviation maintenance and logistics programs. Factor 3. (Staff Functions). Offeror?s ability to: a. Prepare periodic contractor performance reports for the Contracting Officer?s Representative. b. Perform staff functions associated with the establishment and implementation of plans for all aspects of the acquisition, operation, maintenance, and logistical sustainment of multiple aircraft in four countries. c. Develop regulations and contract specifications for fixed wing, rotary wing, military and other aircraft and related ground support equipment and systems maintenance. d. Review and certify the preparation of bid specifications for major overhaul or aircraft engines, airframes and accessories. e. Represent the Office of Aviation during FAA maintenance inspections. f. Develop requirements and specifications for Requests For Proposals related to aviation maintenance and aviation logistics. g. Coordinate the activities of the maintenance branch personnel. Factor 4. (Experience/Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). V. Compensation: Compensation for the position will be negotiated as follows: level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
