- Description
- The U. S. Coast Guard intends to procure services for consulting, designing and facilitating a 3-day Systems Thinking course in accordance with the attached Performance Work Statement (PWS). Anticipated delivery schedule is 14 ? 16 May 2002. This notice is a combined synopsis/solicitation for a commercial item in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on an unrestricted basis. HOW TO RESPOND: Interested parties must demonstrate that they are qualified to perform the work by providing a Firm-Fixed Price quote by 4:00 PM EST, 22 April 2002. Offerors must submit two copies to Myra Freeman at mfreeman@comdt.uscg.mil , fax 202-267-4727, or USCG Headquarters Support command, Room B411, 2100 Second St SW, Washington, DC 20593. Questions about this requirement must be submitted in writing to above purchasing agent no later than 12:00PM EST, 18 April 2002. Electronic transmissions are preferred and encouraged. Proposal Evaluation Criteria: (1) Technical. (2) Past Performance. (3) Price and price-related factors. This will be a Best Value award determination. Technical and Past Performance factors are relatively more important than Price. Key personnel shall have the expertise and proven experience in articulating how complex feedback processes can generate problematic patterns of behavior within organizations and large-scale human systems. It is paramount that offerors specifically address capabilities of meeting all the objectives described in the attached PWS. The following Federal Acquisition Regulation (FAR) clauses are incorporated by reference: FAR 52.212-1, 52.212-4, and attached are FAR 52.212-3, FAR 52.212-5.
