- Desc: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, #F41622-02-Q-0003, is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. The associated Standard Industrial Classification Code (SIC) for this procurement is 2741. The Government intends to negotiate a sole sources acquisition for ECAMP CD Subscription from American LabelMark Co. The CD includes (a) CFR 29 OSHA Parts 1900-1990 including OSHA letters of Interpretation. (b) CFR 40 EPA all 16 Volumes, air, water, RCRA, SARA, and TSCA. (c) CFR 49 DOT parts 40, 100-499 and all HAZMAT tables. (d) The Environmental Assesment and Management (TEAM) Guide including all DoD Component and State Supplements, Country Protocols and Component OCONUS Suppliments. (e) Federal Registrar including updates and changes to the above CFRs. (f) Training requirements for the above CFRs. Requirements are for FOB destination to 3207 Sidney Brooks, Bldg 532, Brooks AFB, TX 78235, NLT 7-Jun-02. Offerors shall provide a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerers shall address all the requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government?s specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror?s taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: (1) technical capability of the items offered to meet the Government requirements; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; and 52.212-4, Contract Terms and Conditions-Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11), (12), (13), (14), (15) and (17).
