- SIMPLIFIED ACQUISITION PROCEDURES DATE: APRIL 17, 2002 REQUISITION NO: 02M009253 INTENDED SOURCE: RAND CORPORATION PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH APRIL 30, 2003 PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION (SAMHSA), CENTER FOR SUBSTANCE ABUSE TREATMENT (CSAT), THROUGH THE PROGRAM SUPPORT CENTER, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO RAND CORPORATION CLOSING DATE IS MAY 1, 2002. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO ASSESS FINANCING AND REIMBURSEMENT BARRIERS FOR THE TREATMENT OF INDIVIDUALS WITH CO-OCCURRING DISORDERS. GIVEN THE PREVALENCE OF CO-OCCURRING MENTAL AND ADDICTIVE DISORDERS AND THE FINANCIAL BARRIERS THAT EXIST. THE GOAL OF THIS PROJECT IS TO DETERMINE HOW THESE BARRIERS ARE OVERCOME IN THE CURRENT SYSTEM. HOW ARE INDIVIDUALS RECEIVING SERVICES AND IN WHAT WAYS ARE THE SERVICES BEING FINANCED AND REIMBURSED? SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR'S EXPERIENCE AND EXPERTISE IN CO-OCCURRING MENTAL AND ADDICTIVE DISORDERS. THE CONTRACTOR IS COLLABORATING WITH THE ROB WOOD JOHNSON FOUNDATION AND THE MACARTHUR FOUNDATION INITIATIVE TO DETERMINE HOW FINANCIAL BARRIERS ARE OVERCOME IN THE CURRENT SYSTEM. THE REPORT FROM THIS STUDY WOULD ALSO PROVIDE A REVIEW OF THE INNOVATIVE APPROACHES CURRENTLY BEING USED BY ORGANIZATIONS IN VARIOUS STATES, WITH SPECIAL EMPHASIS ON THE APPROACHES THAT MAY BE TRANSFERABLE TO OTHER SETTINGS AND THAT SHOW PROMISE FOR IMPROVING THE QUALITY OF ROUTINE CARE IN THE PUBLIC AND PRIVATE SECTORS. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
