- Description
- Provide professional A/E services to include site evaluation, determination of requirements, recommendations, and design for the construction of a clinical specialties addition at the Ralph H. Johnson VA medical Center, Charleston, SC. The projects will involve the construction of a new third story addition of approximately 21,000 GSF over the existing main entrance to the medical center. Structural enhancements were made at the time of the first and second story addition to allow for the construction of an additional story. The addition will relocate and expand the SPD (Supply, Processing and DIstribution) Section, PM&RS (Preventive Medicaine and Rehabilitation Service), Prosthetics Service, MCCR (Medical Care Cost Recovery), to the new addition and prepare vacated areas as generic administrative space. SPD is responsible for receipt, storage and sterilization (utilizing steam and EtO sterilizers) of products utilized in direct patient care activities. PM&RS is responsible for physical therapy and occupational therapy inpatient and outpatient activities. Prosthetics is responsible for purchase, fitting, and disposition of prosthetic devices. MCCR is an administrative function associated with third party billing. The A/E (Architect/Engineer) process is divided into two contract portions: Design Development (DD) and Contract Documentation (CD). The initial A/E contract will be negotiated for full design development with the provision for optional award of a contract for the construction documents and construction period services at a later date. The preliminary site survey work (such as verifying as-built drawings, analyzing utility systems, and structural analysis) shall be accomplished in conjunction with design development. Approval to proceed to contact documents is required by VA Network following the submission of the design development documents. Timeline for completion of DD is approximately four months following DD award. Design Development (DD)will involve feasibility studies, space and functional programming, project layouts, site analysis, assessment of new utility systems and impact to existing systems and medical center operations, detailed construction estimate, and construction schedule. Contract Documents (CD) will include site configurations and recommendations, structural requirements, utility modifications, VA accessibility requiments, patient and staff fllow, finishes, safwety code compliance, sinage and applicable design guides, scheduling, phasing, and specifications. Effort will include planning, consultation and visits, design work, preparation of contract drawings and specifications, preparation of cost estimates and construction period services as necessary for demolition, construction, inspection testing and certification and as built documentation for Project No. 534-312. Discipline involved is primarily Architectural, but will include structural, electrical, mechanical, environmental and other disciplines as needed. All professional services shall be a part of the design team included in the 254's and 255's. Specific A/E Evaluation Fators, not in priority order, shall be: 1.) Team proposed for this project: Professional qualifications of the entire team in the area of Health Care Facility Design are necessary for the satisfactory performance of the required services. The team will be given particular attention for its overall coordination; previous experience in working together as a team; and estimating capabiities. Individual members of the team will be considered for their professional qualifications and experience relevant to the project. 2.) Previous experience of the proposed team: Prior experience by all members of the team in the design of new construction, additions, alterations, maintenance and repair projects, and the development of conceptual designs, and preparation of construction documents including estimates and specifications. Specialized experience and technical competence by all members of the team in health care facilities, government agencies, and the Department of Veterans Affairs facilities. 3.) Proposed design approach for this project: Proposed design philosophy, anticipated problems and potential solutions. 4.) Proposed managemnt plan: Team organization for conceptual, design, and construction phase. Ability to meet project specific design deadlines. 5.) Location and facilties of working offices in proximity to Charleston, SC--including the prime firm and soncultants. 6.) Other: Techniques planned to control the schedule and costs, personnel responsible for schedule and cost control, estimating effectiveness of the 10 most recently bid projects, AutoCAD Release 14 capabilities, Internet accessibility, past litigation involvement, etc. Area of Consideration: 250 mile radius from VA Medical Center Charleston, SC.
