Description
The USDA,Food and Nutrition Service intends to award up to a maximum of five (one of which will be to a small business) Indefinite Delivery-Indefinite Quantity multi-year contracts. Orders issued under these contracts will be competed among all awardees, with the exception of certain efforts which will be set-aside for small business participation only. The types of work expected to be performed will include, but not be limited to: data collections and data file development; creation and linkage of large, complex databases; quantitative (descriptive and parametric) and qualitative analyses of extant and new data; syntheses of Special Nutrition and Food Stamp related research; literature searches and reviews; mathematical modeling of programs and examinations of particular policy topics. It is essential that offers be familar with the Special Nutrition and Food Stamp Programs. Offerors must be able to demonstrate expertise in social psychology, sociology, ethnography, nutrition sciences and economics. Also required will be staff with demonstrated anlaytic skills (quantitative and qualitative) with ability in computer programming (primary database expertise) and should include statisticians and econometricians. Effort to be set-aside for small business participation will inlcude, but not be limited to, conference and seminar support; preparation of user-friendly technical assistance guides for state and local program agencies; ability to provide computer supported and web based presentations; and other web based applications such as survey activities and data base management and development. It is anticipated that the solicitation will be issued on or about 06 May 2002.
