- The Department of Housing and Urban Development (HUD) plans to issue a Request for Quotation (RFQ) limited to Small Businesses following FAR Part 13 to contract for the services of providing an a web based access for HUD staff to an existing database containing information regarding mortgage companies and the principals of such firms to the HUD Office of Lender Activities and Program Compliance. The applicable NAICS Code is 541611 and the size standard is $6.0 million. The period of performance will be 48 months including the 12-month base period and three 12-month option periods, if exercised. The RFQ release date will be on or about May 7, 2002. Interested parties may obtain a copy of the solicitation on the release date by downloading from FEDBIZOPPS and/or from the following web page: http://www.hud.gov/offices/cpo/contact.cfm. The RFQ is entitled Administrative Data Source to the HUD Office of Lender Activities and Program Compliance. A general description of the database services required is as follows: The Department has a need to subscribe to a database service which has the capability to screen for information regarding companies and their principals that apply to be approved to participate in loan programs insured by the Federal Housing Administration. The database is required to be capable of searching by names and other personal identifiers and must contain complete information regarding licenses held by them, and all information pertaining to sanctions issued by Federal, State, and Local governments for activities associated with the real estate and mortgage lending industries. Sanction information required to be available in the database shall include, but not be limited to, suspensions, debarments, denials of licenses, fines civil money penalties, and indictments and/or convictions for offenses which reflect upon the responsibility, integrity or ability of the applicants to participate in FHA insures programs. The database shall contain information describing the nature of any sanction, the entity that issued the sanction, and the time period it is in effect. The database shall be accessible via a secured Internet connection using the standard browser by multiple HUD staff. The database must be complete and available for use as of the intended award date of the order, which is on or before June 14, 2002. The resulting purchase order contract will be awarded at a fixed price per performance period (not on usage) of the order based on the best value to the Government.
