Description
This is a Request for Quote conducted under the Simplified Acquisition Procedures, FAR part 13. The location site for this effort is Nashville Tennessee. Accordingly this is a competitive procurement which has been designated as a small business set-aside. A firm- fixed price purchase order will be awarded as a result of this RFQ to perform and complete the tasks described herein. The total period of performance is time of award thru September 30, 2002 with a one (1) year option to extend. The Offerors should propose the necessary services, cost and skill personnel for achieving results to perform the service. The Department of Justice/EOUSA intends to acquire services of a Human Resource Consultant to conduct individual evaluations of the office management team as well as multiple group evaluation to assess problem issues and provide resolutions. The interviews and assessment will be conducted in order to provide the United States Attorney on possible solutions. The task to evaluate, assess all issue and recommend solutions will be in two phases, Diagnostic Phase and Remediation. The United States Attorney will require oral and written feedback following each individual or group interview. The individual or group interview will be conducted in both offsite and onsite locations under the direction of the offeror with approval sites from the District's representative. Offerors interested may submit their capabilities/qualification to perform. Such capabilities/qualification will be evaluated based on past performance, experience and price. Unites States Attorney Office maintains sensitive, legally restricted and privileged information, personnel must be reliable in maintaining confidentiality of such information. PLACE OF PERFORMANCE: The award requires performance at the offices of the United States Attorney Office, Middle District's of Tennessee, 110 9th Avenue South, Suite A-961, Nashville, Tennessee Travel All travel will be approved by the Contracting Officer or the designated representative in advance as determined to be in the best interest of the government. SPECIAL CONDITIONS: All contractor personnel who perform service under this RFQ for the Department of Justice/EOUSA must pass a name and fingerprint check and possibly a full background investigation for security purposes. Evaluation: The Government will award a purchase order to the Offerors whose proposal is the most advantageous and offers the best value to the government, price and other factors considered. The following factors will be used to evaluate offers: (A) Past Performance (B) Cost/Price; and (C) Experience. Factors A is more important than Factor B, Past Performance will be evaluated as follows: Evaluation of past performance will be based on information obtained from the contacts/references provided by the offerors, as well as any other information the Government may have or obtain from other sources. Past performance information should include recently and relevant efforts accomplished similarly to this effort. Evaluation of Factor (C) Experience will be based on the capabilities and qualification. Instructions/Notice of Offerors: Offerors' are requested to submit one (1) signed and dated original and one (1) copy of the quote. The quote will be limited to five pages or less in size. The proposal will be brief and concise but will demonstrate the capability and understanding to perform the effort described herein as well as the required experience to accomplish the services required. The offerors will also provide a brief explanation of the approach they would recommend for the accomplishment of the tasks described herein. Offerors will include pricing information that reflects the RFQ and service rates for each service proposed as well as complete resumes and qualifications for each. The price proposal will also include all option periods. The offerors will identify three Federal, States, local government or private contracts under which the offerors have performed work similar to the statement of work contained herein. Past performance references should be current contracts or completed within the last five years. The offerors will provide a point of contact, current telephone number and a fax number for each reference. These references must be submitted with the offerors's proposal on the due date stated herein. The DOJ/ EOUSA may possibly require an Oral Presentation to provide an opportunity for dialogue among the parties. For this event, further information will be provided as to time, location and instructions. Quotes will be sent by courier , hand delivered or faxed to The Department of Justice, Executive Office for the U.S. Attorneys, 600 E. Street, Suite 2400, Facilities Management Services, Washington, D.C. 20530, Attention: Ms. Gail Strickland, no later than 3:00 PM (EST) on April 24, 2002.
