Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format described in FAR Subpart 12.6, FAR Part 13 Simplified Acquisition procedures and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are in effect through FAC 2001-06 dated 7 Mar 02. The Government plans to award a firm fixed priced purchase order in accordance with the requirements included herein. This acquisition is unrestricted. The Department of Justice, Justice Management Division, Facilities and Administrative Services Staff, intends to award a contract to a qualified vendor who can provide sleeping rooms, meeting space and meals for conference services in Richmond, VA, from July 13 through July 19, 2002, as the preferred conferences dates. The period of July 20 through July 26 maybe selected as an alternate timeframe should it be determined that there is a limited availability of space for the preferred dates. Potential vendors are asked to submit their offers to reflect both options. These dates have been pre-established and are unlikely to change; therefore, interested vendors must be able to provide accommodations available for the date(s) listed. Requirements for the conference are as follows: Meeting Facilities - 1) Seven Breakout Rooms, classroom style seating 20 to 25 people (July 16 through 18, 8:00 AM to 5:00 PM) (2) One Ballroom, auditorium seating a minimum of 165 people (July 15, 8:00 AM to 5:00 PM; July 16 though 18, 12 noon to 2:00 PM; July 19, 8:00 AM to 12 noon) (3) One additional room used as staging area (July 14 though 19), with internet access for three computers (4) One Hospitality Room available during the entire conference. (5) Price, as an option, one breakout room, conference style seating for up to 45 people on July 16 through July 18 from 4:30 - 6:30 PM. Special accommodations may be needed for persons with mobility, hearing or sight disabilities. Audiovisual Requirements - Eight podiums, three overhead projectors, and four LCD computer projectors must be available for use July 15 through 19. [Government will provide instructions as to where and when the equipment is to be placed.] The Government may elect to provide this requirement from Government owned resources. Sleeping Rooms - Rooms must be available each night during the conference as follows: July 13 (eight rooms), July 14 (158 rooms), July 15 through 17 (165 rooms), July 18 (158 rooms) Each participant will be solely responsible for calling to make their individual room reservations, incidentals, damages, etc. All reservations will be accomplished by the participants no longer than 30 days prior to the conference (by close of business (cob) on June 15, 2002). Any rooms not reserved by that time may be released. [The Government is not financially responsible if individual does not call in.] Catering Requirements - All catering prices must be inclusive of all service charges, fees or gratuities. July 15 (Morning light refreshments, working buffet lunch, and afternoon break for 158 people), July 16 (Morning light refreshments and afternoon break for 165 people), July 17 (Morning light refreshments, working buffet lunch, and afternoon break for 165 people), July 18 (Morning light refreshments and afternoon break for 165 people), July 19 (Morning light refreshments for 165 people) The Morning light refreshment is defined as baked good, fruits, juices, tea and coffee, water and Decaf. Buffet Lunch is defined as cold cut sandwiches and side dishes, light dessert, soft drinks, tea and coffee, water and Decaf. Afternoon break is defined as cookies and/or brownies, fruit, soft drinks, tea and coffee, water and Decaf. The chosen vendor must be prepared to provide vegetarian, vegan and kosher meals. Special meals may be required for persons with medical dietary restrictions. Additional Requirements: Location - The hotel must be located in the Richmond, VA, metropolitan area, and have a minimum three diamond rating or equivalent. Preference will be given to hotels proximate to and within easy walking distance to a mall or other shopping. The site selected should provide transportation to/from airport, Amtrak stations and hotel. All quotations received must include an explanation of shuttle transportation availability, and indicate additional cost, if any. Quotations must also include cost for parking if applicable. Federal Regulations require that any hotel/conference space contracted shall comply with the American Disabilities Act (ADA) requirements and FEMA, Fire Prevention and Control Guidelines. Rooms - The Government shall not be responsible for any additional individual charges such as telephone calls, room services, pay per view movies, meals, beverages, etc. under any contract issued as a result of this solicitation. Preference will be given to those quotes offering their sleeping rooms at the prevailing Government per diem rate or lower. Pursuant to Federal Acquisition Regulation (FAR) Part 29.302 which state that purchases made by the Federal Government are immune from State and local taxation, the Procurement Contracting Officer has determined that inclusion of any state, local or "Hotel" taxes are not permissible with regards to this contact. Therefore, all prices proposed by the offeror in the schedule of supplies/services and prices are to be exclusive of tax. QUOTATION MUST INCLUDE THE FOLLOWING INFORMATION TO BE CONSIDERED: Offeror is advised to use the lowest pricing for all requirements that apply for their most favored client. (1) Per night sleeping room rate for single occupancy. (2) Costs PER PERSON for all catering (All inclusive) .(3) Charges for each meeting space and each audio-visual equipment requirement. (4) A description of the shuttle service available and any costs associated with shuttle transportation and parking. (5.) Property proximity to the above location requirements. (6.) Property description and history of refurbishing/renovation and upgrade accomplishments (The Government will Terminate for the Convenience of the Government and seek compensation for any contract awarded as a result of this solicitation if refurbishment/renovation activity adversely impacts the conference program). (7) Vendor must provide FEMA and ADA certifications. The solicitation number is: DOJ-FAS-2-01-005 and is issued as a request for quotation (RFQ) The NAICS Code for this requirement is 721110 and the small business size standard is $5M. The provisions at 52.212-1, Instructions to Offerors-Commercial applies to the acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors' (A) Technical Capability to Meet Specifications (vendors shall address all specifications, and shall provide indication of understanding and ability to meet requirements); and (B) Price (C) Past Performance. The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible vendor whose quotation, conforming to this synopsis/solicitation, will offer the BEST VALUE to the Government, price and other factors considered. Factors such as room amenities, complimentary continental breakfast, health spa, pool, in-hotel restaurants, and laundry services will be evaluated. The offeror shall include in the quotation a list of five customer contacts with telephone numbers, for contracts with the similar content and scope as this solicitation. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 52.222-21; 52.222-22; 52-222-23; 52.222-41; 52.225-3; and 52.232-34. Quotations submitted in behalf of the operators of a property must demonstrate how contract requirements will be accomplished. Quotations must be submitted by the Offeror on Company Letterhead, signed by an Official authorized to negotiate with the Government and sent to the address in this announcement.
