Description
It is the declared and acknowledged intention and meaning of this solicitation to provide wood and masonry restoration and waterproofing of exterior stairs at a historical building at the Naval Security Group Activity, Winter Harbor, Maine. The contract resulting from this solicitation will be a firm fixed price contract. ALL PROSPECTIVE CONTRACTORS MUST REGISTER IN THE CENTRAL CONTRACTOR REGISTRATION DATABASE PRIOR TO AWARD OF A CONTRACT. QUOTERS ARE FURTHER ADVISED THAT FAIURE TO REGISTER IN THE DOD CENTRALC ONTRACTOR REGISTRATION DATABASE MAY RENDER YOUR FIRM INELIGIBLE FOR AWARD. Using the best value selection process for simplified acquisition, the government will award a contract to the responsible quote whose quote is the most advantageous to the government, price and other factors considered. Factors other than price include: SPECIALIZED EXPERIENCE: Recent relevant experience of proposed team (includes prime and all sub contractors). Include: (a) Number of years successful experience in comparable masonry and wood restoration work; (b) experience in the use of specific restoration materials such as timber, blue stone, brick masonry and granite masonry; and (c) experience in work on historical structures. List specific comparable projects performed over last five years, providing brief description/title, final project value of contract, reference point of contact and performance period. PROFESSIONAL QUALIFICATIONS: Technical competence (qualifications) of individual lead personnel (i.e., project manager, on-site superintendent, trade foreman), including all subcontracts, in (a) the use of restorative materials specific to this project, including but not limited to, blue stone, brick masonry and granite masonry, and (b) the restoration of historical structures. Include number of years successful experience in comparable masonry and wood restoration work. Evidence of experience should be provided by summarizing specific relevant projects. Provide evidence of training and certifications for the materials and processes as specified. PAST PERFORMANCE: Evidence of contractor?s proven expertise, reliability and responsiveness in the form of written or verbal evaluations from Government or private industry. Information can be provided by the contractor, or obtained through existing government databases, contract file documentation or customer interviews. Provide a minimum of three references. All evaluation factors, other than cost or price, when combined are approximately equal to cost or price. The contractor shall provide pricing as required by the solicitation and shall submit a narrative of how their price and consideration of all other factors shall benefit the government. A meeting to discuss the terms of this solicitation and walk through will be held on 09 MAY 02 at 10:00 a.m. at the Naval Security Group Activity, Winter Harbor, Maine in Bldg. 216. All contractors who plan on attending this meeting must contact Jackie Johnston at 207-963-7241 at least 48 hours prior to the date scheduled to allow for security screening. Replies to this notice are requested from NAICS 23322, Multi-family Housing Construction. This acquisition will be issued as unrestricted. The official access to the solicitation will be available on the Internet at http://esol.navfac.navy.mil on or about 03 MAY 02.
