Description
Crane Division, Naval Surface Warfare Center has a Basic Ordering Agreement (BOA) in place that was issued on a sole-source basis to Raytheon McKinney TX for the repair, maintenance and upgrade for the FLIR and multi-sensor systems. The BOA was placed in accordance with the statutory authority of 10U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 in the NTE amount of $49.9 Million as approved on 13 September 2000 by the NSWC Headquarters Competition Advocate Approving Official. On Oct 22, 2001 the NTE amount was increased by $135 Million to $184.9 Million by ASN RDA, in accordance with 6.302-2. The basis for restricting competition was the proprietary information of Raytheon and the duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency?s requirement. This synopsis is issued to adverti se requirements that will be met through orders placed under the BOA for a six-month period.
