- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and the test program in FAR Subpart 13.5, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation Number GSC-TFMG-02-0004 Request for Proposal. THE PRIMARY POINT-OF-CONTACT FOR THIS ANNOUNCEMENT IS KELVIN LLOYD. This solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Regulation. Description: The purpose of this Request for Proposal is to acquire the following Enhanced 911 (E911) System. This Statement of Work (SOW) is in support of the United States Marine Corps Base (MCB) in Quantico, VA. Background information and current requirements are as follows: The Headquarters, United States Marine Corps Base Quantico, VA has a Meridian SL-100 telephone switch for on-base common work areas. The switch?s database is directly imported into base-wide K&R billing system. The K&R database contains approximately 10,000 records. Enhanced 911 (E911) Automatic Number Identification (ANI) information can be obtained from it directly; however, this information is not in NENA-2 compliant format. There are also three Lucent Technologies telephone switches that cover barracks and training grounds. These switches utilize different billing systems that are NENA-2 compliant. The Government intends to purchase the following NineOneOne Quick Link system, or equal to include the installation, training, technical support and maintenance services: Scope: The NineOneOne Quick Link system (or equal) shall conform to the highest industry standard to include, but not limited to, the following minimum salient characteristics: (a) shall utilize Automatic Number Identification (ANI) directly and seamlessly display caller information similarly to, and with, NENA-2 formatted data; (b) shall have the ability to be designed to meet the needs of its client at Headquarters, United States Marine Corps Base, Quantico, VA; (c) shall be 98% reliable; (d) shall be capable of integrating all existing analog and digital base telephone systems; (e) shall combine the functionality of a digital PBX with an integrated emergency information system to provide the capability of handling Emergency 911 calls; (f) shall support the requirements of a Public Safety Answering Point (PSAP). The PSAP will allow for routing and handling all emergency calls by on-base personnel. The E911 system must be a sophisticated communications application designed to meet the needs of Public Safety Emergency agencies. The E911 system must combine the robust functionality of a digital PBX with integrated emergency information to provide a state-of-the-art Windows NT based handling of E911 calls. This combination of digital technologies must support the requirements of a PSAP beginning with two call taker positions and allowing modular growth to larger configurations; (g) shall have an Automatic Number Identification (ANI) Controller that will interface to a single operator through a digital and/or analog telephone set and an E911 system to an Automatic Location Identification (ALI) Controller; (h) provide digital or analog tape recording system for 911 calls; (i) shall be capable of being used in a stand-alone digital PBX configuration; (j) shall allow for the integration between the CENTRACOM Gold Elite radio console. The E911/radio dispatcher shall use a single headset to function as an integrated E911/radio dispatch system and other NT based offerings. Approval from Motorola is required prior to E911 integration with the CENTRACOM Gold Elite Radio Dispatch Console; (k) shall provide a minimum of 3 work stations at USMCB Quantico, VA (l) shall be NENA-2 compliant. If proposing on other than the Brand Name listed, the Contractor shall provide Brand name, make and/or model number; and any descriptive literature such as illustrations, drawings, or clear description of any modifications the offeror intends to make the product conform to the solicitation requirements. Mark any descriptive material to clearly show any modifications required to meet the minimum salient characteristics listed above. POC for this effort is Richard S. Logsdon, Telephone (703) 784-3380. Site surveys may be arranged through Kelvin Lloyd who can be contacted by e-mail at Kelvin.Lloyd@gsa.gov. Period of Performance is from date of award for one year, plus 5 optional maintenance years. Responsibilities of the Contractor are listed in the following tasks. (1) Provide an Implementation Plan. The contractor shall be responsible for all aspects of the E911 implementation management including scheduling, system staging, installation, testing optimization, cutover and training. (2) Provide Integration - The E911 offering must allow for the integration between the CENTRACOM Gold Elite radio console. The E911/radio dispatcher shall use a single headset to function as an integrated E911/radio dispatch system and other NT based offerings. Approval from Motorola is required prior to E911 integration with the CENTRACOM Gold Elite Radio Dispatch Console. (3) Provide Technical Support. The contractor shall provide on site, after sale support by qualified factory trained field engineers and technicians, and an equipment maintenance plan that will run on a 24x7 basis. Should telephonic support prove to be insufficient, contractor personnel shall arrive on-site within two hours. This plan will be implemented with five optional maintenance terms. (4) Training. The contractor shall provide the appropriate on-site operational training for approximately 10 technical users on an annual basis. (5) The Government may require the E911 system to be moved from Building 2045, Quantico to Building 2117, Quantico in the first option year. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation will be based on best value, which includes past performance, cost and ability to meet equipment/service requirements. Offers shall provide, with their proposal: (a) a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; (b) Price for equipment to include installation, integration, initial training and one year of technical support; (c) Price for five optional years of technical support; (d) Price for five optional years of on-site training; (e) Price for the optional re-location of equipment/workstations. This procurement is being handled in accordance with FAR Part 12 and the provision at FAR 52.212-1, Instructions to Offerors applies to this acquisition. In addition, the following FAR Clauses/Provisions apply to this solicitation and any resultant contract and are hereby incorporated by reference: 52.203-6, 52.204-6/Alternate I, 52.211-6, 52.212-2, 52.212-4, 52.212-5/Alternate I, 52.217-5, , 52.225-1, 52.225-13, 52.225-14, 52.232-33, and 52.239-1. Offers are due by close of business April 30, 2002 and should be submitted electronically in a format compatible with MS Office 97 to kelvin.lloyd@gsa.gov.
