- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being procured on an unrestricted basis using Simplified Acquisition Procedures (SAP). Item 1 -- Quantity 19, Unit/Each, Item Description: P/N = Supply Source = Measurements Group Inc. Model 2310YV Signal Conditioning Amplifier, or equal, that meets or exceed each specification listed below. Item 2 -- Quantity 2, Unit/Each, Item Description: P/N = Supply Source = Measurements Group Inc. Model 2350Y Rack Adapter for Item 1, or equal, that meets or exceeds each specification listed below. This specification lists the minimum acceptable capability of the strain gage conditioning system. The end user must approve any deviation of the proposed conditioning system from the listed requirements. If the proposed conditioning system fails to attain the minimum capability listed, it will be considered non-compliant and will not be accepted by the end user. 1. Excitation voltage will be user selectable in ranges from 0.5 Vdc to 15 Vdc. 2. Available excitation current will be from 0 - 100 mA and will be limited to no more than 175 mA. 3. ?, ?, and full bridge configurations. 4. Capable of using foil or piezoresistive strain gages. 5. All bridge completion resistors will be integral to the unit. Factory installed resistors of 120, 350, and 1000 ohms. Resistors will be +0.1% 6. Frequency range of DC - 25 kHz, +1 dB dc coupled and 5 Hz - 25 kHz, + 1 dB ac coupled. 7. Infinitely adjustable gain from 1 - 11,000. 8. Input impedance will be greater than 10 megohms. 9. Electronic adjustment for zero and galvanometer span. 10. 6-pole active Butterworth low-pass filter installed with cutoff frequencies of 10, 100,.1000, 10,000 Hz. Must be user selectable from the front panel. 11. Electronic bridge balance with battery backup to retain setting. 12. Manual fine bridge balance adjustment of up to + 50 microstrain. 13. Ranges of 5000 microstrain with resolution of 2.5 microstrain and 25,000 microstrain with resolution of 12.5 microstrain. 14. User selectable AC coupling to remove the static component of the strain. 15. + 10 V output range with BNC connector. 16. Unit must be capable of stand-alone or rack-mounted operation. 17. Unit will come with 1 each appropriate input and output connector. 18. 120 Vac, 60 Hz operation. 19. Must accept inputs from strain gages, load cells, pressure transducers, RTD's, and dc displacement transducers without requiring internal modification. 20. Unit must have installed 5 Vdc relays for remote command of calibration, balance, and excitation. 21. Dual polarity, two-step, double shunt calibration. 22. Must have user accessible monitoring points for excitation, unamplified input, and amplified output. 23. Must be accompanied by an operations manual. 24. Will have an operational mode that allows the user to pass an input signal through the low-pass filter as well as the amplifier section. Input connector for this mode will be BNC. 25. The rack-mount adapter must be compatible with a standard 19" rack. It must supply the appropriate input power for the individual amplifiers via one 120 VAC line cord. Rack adapter will have one connector to accommodate the remote operation option of the strain amps. The rack adapter will provide the mating connector to each strain amp for its remote operation function. The provisions and clauses in the RFQ are those in effect through FAC 97-24. The NAICS Code and the small business Size Standard for this procurement are 334513 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the item(s) described above are due by May 6, 2002 at 3:30 pm local time and may be mailed or faxed to PS24-I/Anna Stovall, Procurement Office, MSFC, AL 35812, or fax at 256-544-6560, and include solicitation number, FOB destination to this center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: MSFC 52.213-91, NFS 1852.211-70, 1852.214-71, and 1852.215-84. Reserve paragraph(s) (d), (e), (f), (h), and (i) in 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act--Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.212-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps certs/sats FAR 52.21.-4 is applicable. Addenda to FAR 52.21.-4 are as follows: MSFC 52.211-90; 52.232-90; NFS 1852.246-71, FAR 52.204-4; 52.211-15; 52.211-16; and 52.247-34. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. FAR 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-3; and 52.232-34. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -Commercial Items with their quote.
