Description
This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, DCMA01-02-R-0003, is being issued as a Request for Proposal (RFP). (iii) This solicitation is UNRESTRICTED. The North American Industry Classification System (NAICS) is 624190, the SIC is 8322 and the small business size standard is $6,000,000. (iv) A list of contract line item numbers (CLINs) is as follows: 0001 Eldercare Educational Seminar/Series; 0002 Related Printed Materials; 0003 Post-Seminar On-Site Counseling; 0004 Video Series with E-mail Counseling Capability; 0005 Program Management. (v) Description: Performance Work Statement (PWS) is as follows: 1. Background: Defense Contract Management Agency (DCMA) is an agency that performs contract administration services for the Department of Defense and other Federal Agencies. The average age of the DCMA workforce is approximately 48 years of age. Many of the employees either currently have, or will have in the near future, elderly relatives for whom they are responsible. DCMA desires to provide its employees with knowledge of how to manage elder care issues and counseling needed to better equip them to deal with these difficult situations. 2. Objectives: The overall objective of this training is to provide knowledge and counseling regarding elder care issues which will assist the caregiver in managing both personal and work life, thereby reducing stress and increasing work productivity. Follow-on counseling would provide employees an opportunity to have personal questions answered in a private, personal venue. 3. Scope - Training. The Contractor shall perform services required to prepare materials and teach one-hour seminar or group of seminars on, at a minimum, the following subjects: communicating with aging parents; exploring housing alternatives; planning for legal, financial and health care issues; and understanding of Medicare and Medicaid programs. The seminars would be offered at 22 locations (Atlanta, GA, Baltimore, MD, Birmingham, AL, Boston, MA, Dayton, OH, Detroit, MI, Hartford, CT, Long Island, NY, Orlando, FL, Philadelphia, PA, Picatinny Arsenal, NJ, Alexandria, VA, Chicago, IL, Dallas, TX, Denver, CO, Phoenix, AZ, San Antonio, TX, San Francisco, CA, Santa Ana, CA, Twin Cities, Van Nuys, CA, Carson, CA) between 1 June 2002 and 30 May 2003. Not less than 10 or more than 25 students will be trained at each location. Seminars will be provided on-site at DCMA locations during a lunch period, Brown-bag format. Training would include marketing materials, standardized seminar format and information, printed educational materials/handouts to supplement instruction, videotape presentations, and seminar evaluations. Program management would be required to schedule seminars with local points of contact, distribute materials to site of seminar, collect evaluations, provide written monthly updates on the program's status. In addition to the seminar presentation, a minimum of one-hour of should be allowed following the seminar for students to meet with the instructor to ask questions and discuss personal issues. The videotapes will be used to provide the same material to offices of less than 200 personnel and DCMA's overseas locations. A means should be provided whereby employees may have interaction with a knowledgeable Geriatric Care Manager to provide the same level of one-on-one assistance as following the in-person presentations. 4. Plan of Instruction (POI). In addition to the general Eldercare information, material specific to the local area and state should be included either in the oral presentation or as part of the handout package. The Contractor's seminar content must be reviewed and accepted by DCMA. The Contractor must submit the instructional plan content as part of the (RFQ). 5. Deliverables: Seminar outline(s); 15 sets of video tapes of the seminar; training aids to complement the lectures, specifically presentation charts with notes; handout materials that reinforce course presentation and provide information about local services; and information on how the video sites will be serviced for personal questions. There must be enough paper copies of handouts to provide each classroom student with a copy and a copy for the DCMA Point of Contact (POC). Electronic copy of materials will be made available to individuals who view the videotapes. Deliverables will become Government property for use with DCMA employees. 6. Government furnished Support: DCMA representatives will determine, find and book the facilities for the training and notify the contractor. 7. Qualifications: The successful bidder must be a recognized, reputable leader in the field of Geriatric Management/Elder Care. The successful bidder must be able to provide an instructor(s) with proper credentials such as nursing certification and/or Masters level social workers with training and experience in eldercare and care giving issues. Additionally, the instructor(s) must be good communicators in order to present information clearly and effectively to an audience of diverse needs and backgrounds. 8. Documentation: the Contractor shall ensure that all deliverables are prepared in a clear and concise manner, properly formatted, spell checked, and grammatically correct. 9. Travel Cost: Travel and lodging costs will be included in the contractor's offered price. 10. Period and Hours of Performance: Government employees normally have lunch hours between 11:00 and 1:00, Monday through Friday. It is anticipated that most locations will request the presentation during this time period. Dates of seminars will be worked out with DCMA local POCs at the 22 sites. The Government will award a firm-fixed price contract resulting from this solicitation to the responsible bidder whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price, (2) Technical capability and 3) Past performance.
