Description
It is the intent of the National Library of Medicine (NLM) to procure services on a sole source basis from Texas Tech University, Lubbock, Texas. NLM requires the professional services over a 12-month period for research and development toward the design and implementation of techniques to segment digitized x-ray images of the cervical and lumbar spines by using template-based methods, including (1) methods derived as alternatives or modifications to Active Shape Modeling, and including (2) methods based on the Generalized Hough Transform. Texas Tech University is uniquely qualified for this work because of the expertise and experience of the investigator (Dr. Sari-Sarraf) in the specific area of Active Shape Modeling for segmentation and analysis of digitized spine x-rays, combined with their extensive educational background and experience in advanced image processing, and numerous other technical publications, and the support of the facilities and staff of the Texas Tech Computer Vision and Image Analysis Laboratory. Dr. Hamed Sari-Sarraf is obtained the B.S., M.S., and Ph.D degrees in Electrical Engineering from The University of Tennessee, Knoxville (UTK), in 1984, 1986, and 1993, respectively. Dr. Sari-Sarraf also played a major technical role in the design and development of unique computer vision systems for industrial inspection and medical diagnosis. This has led to over 40 publications, 3 patents, and several invited talks. In the year 2000, Dr. Sari-Sarraf was principal investigator for the initial phase of Active Shape Modeling research for the National Library of Medicine, and in the year 2001, he was principal investigator for phase two of this research. The proposed acquisition will be procured under FAR Part 12 - Acquisition of Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the referenced services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
