- Description
- The U.S. Coast Guard Headquarters, Office of Acquisition, Office of Contract Support, General Contract Division (G-ACS-2B) has a requirement for various C-130 maintenance training courses. Specifically, training is required to teach Coast Guard personnel in the following topics: Airframe & Fuel Tank Repair; Environmental Control Systems; Fuel Tank Sealing & Tank Repair; Auxiliary Power Unit Maintenance; Aircraft Electrical & Instrument System Line Maintenance; Aircraft Electrical & Wiring Maintenance; and Aircraft Guidance Systems Line Maintenance. Within each course, the following areas shall be covered: Systems Description; Component Location; Electrical Power Requirements (where applicable); Systems Operation; Systems Interface; Block Diagram Analysis (where applicable); Organizational Level Maintenance Requirements to include: Aircraft Wiring Diagrams; Operational checkouts; Standard troubleshooting routines; Component removal and replacement procedures; and aircraft wiring, connectors, coaxial cable, and associated repairs. This acquisition is considered a commercial acquisition and as such will be conducted in accordance with FAR Part 12 and FAR Subpart 13.5. All requirements for the training courses will be outlined in the solicitation, which will be posted at the www.fedbizops.gov website within the next two weeks. The basic requirements for these courses are as follows: a. Location: All training shall be live, conducted at the contractor?s facility by professionally trained instructors; b. Course Language: The training shall be conducted in English using standard aviation maintenance nomenclature; c. Trainee Evaluation Requirements: The contractor shall develop and implement a continuing evaluation program that shall determine each trainee?s progress toward meeting the task objectives. The courses shall utilize written tests to measure understanding and ability to apply principles, and performance tests designed to measure the ability of the trainee to perform certain tasks or recall certain information as stated in the course objective. Written tests and written descriptions or outlines of performance tests shall be made available for Government inspection upon request. Trainees? completed tests shall be furnished to the COTR upon request; d. Methodology of Instruction: The instructor may use a variety of training aids. Instructor centered learning requires that the instructor always be in the classroom actively presenting material and leading discussions. The contractor shall supplement live training with written course material. This course material shall be provided to each student and kept by each student to be used as future reference material. e. The contractor shall provide this training for a minimum of one year, and a maximum of five years. The Request for Quote (RFQ) number is DTCG23-02-Q-PBF057. This requirement is available for full and open competition. The U.S. Coast Guard anticipates award of a Firm Fixed Price IDIQ contract for these courses. The NAICS code for this acquisition is 611512. For minority, women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
