- NA The US Army Corps of Engineers, Kansas City, MO Environmental Resources Section has a requirement for monitoring the status of nesting colonies of least terns and piping plovers in the Kansas River and its appropriate tributaries every three days from May 4 2002 to 5 August 2002. This work is relatively noncompetitive as only persons who have been granted T&E species sub-permits from the U.S. Fish and Wildlife Service allowed to locate, study, capture, measure, band, color and release these T & E species. The US Army Corps of Engineers intends to award a sole source contract to Dr. Roger L. Boyd (Biology Department, Baker University), P.O. Box 379, Baldwin City, KS 66006. Dr. Roger L. Boyd has the only current active FWS granted sub-permit for these two T & E species within the State of Kansas. He is well qualified and is the recognized expert for these two species within the State of Kansas. This is a sole source contract because it is believed the contractor is the only source authorized to provide serv ices requested. This synopsis is not considered a request for quotations. However, all expressions of interest received before April 29, 2002 will be considered by the agency. Vendors must show clear and convincing evidence that competition would be advant ageous to the government for future procurements. If no affirmative written response is received, the purchase will be awarded without further notice. Detailed capabilities must be submitted to the U.S. Army Corps of Engineers, 760 Federal Building, 601 E ast 12th Street, Kansas City, Missouri 64106 ATTN: Teresa Harris, By 12:00 pm, EST, April 29, 2002. A determination by the Government not to compete this proposed purchase order based on responses to this notice is solely within the discretion of the Contr acting Officer.
