- 1. This is a combined synopsis/solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N00421-02-R-3226, is hereby issued as a Request for Proposal (RFP). This action is a small business set-aside for small businesses. The NAICS is 51110 with a small business size standard of 500 employees. 2. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland has a requirement for written proposals from interested publishers to compete for the opportunity to produce the Tester station newspaper for distribution through official channels at the Patuxent River Naval Air Station, Patuxent River, Maryland. The terms of agreement will be for a base period of two years with options for four additional years, unless terminated earlier by either party giving 90 days written notice. 3. As defined in DODINST 5120.4 of June 16, 1997, Commercial Enterprise (CE) newspapers are published by commercial publishers under agreement with the Navy exclusively in the interest of Navy personnel of a particular station or organization at no cost to the U.S. Government. A copy of the current Tester station newspaper, will be provided as an example upon request for prospective publishers, but is in no way intended to limit future newspapers in terms of content, format or layout. 4. The Public Affairs Office (PAO) will furnish all news and editorial text, photographs, line art, editorial materials, headlines and cut lines to be used in the station newspaper. The PAO assumes responsibility for security and accuracy of content of materials provided. The publisher shall use only the editorial material furnished by the PAO. 5. Following are the minimum requirements that must be met by prospective publishers. Any service or support offered beyond these minimums will be evaluated on a competitive basis, with criteria established by the source evaluation board in determining which offer is in the best interests of the U.S. Government: a. A contract for a publisher to publish a weekly newspaper each Thursday to be known as the TESTER. Each issue of the TESTER will be in two-sided broadsheet format with not less than 16 pages and not more than 24 pages. b. The publisher shall furnish and distribute the TESTER at no cost to the U.S. Government. All proceeds from the sale of advertisements for the TESTER shall go to the publisher, who agrees to bear all costs and expenses. c. The publisher shall output and print the TESTER with the PAO's approval. The publisher shall furnish trained personnel to provide support in the electronic transmission and output design, makeup and layout of the TESTER. The publisher's art department will furnish original art at no charge. d. The publisher shall provide a qualified general assignment writer with a degree in journalism or related field, or four years news writing experience, to work full-time on the staff of the TESTER. The Editor and Public Affairs Officer will make final selection of the writer. The publisher shall be fully responsible for salaries and insurance associated with services rendered. e. The publisher shall provide editorial computer systems with a minimum of seven computer terminals. Each computer terminal shall be powerful enough to allow for page layout and makeup, and include the newest versions of Quark XPress, Microsoft Office Suite, Adobe Photoshop, Microsoft Outlook, and a Macintosh compatible database program. At least two of the seven terminals will be equipped with 19-inch color monitors or greater, and be capable of accessing a telephone modem to transfer electronic files to and from the publisher. Each computer terminal shall be able to be connected to the Local Area Network, or be interconnected to all other terminals for easy transfer of stories to one another. The publisher shall also provide two photo/text scanners, a tabloid-size laser jet printer and a facsimile machine. f. The publisher shall provide two Nikon D1X 5.47 Megapixel SLR digital cameras, each with the following accessories: Nikon EN-4 NiMH rechargeable battery; Nikon SB-28DX Speedlight TTL Shoemount flash; General Brand 1GB IBM Microdrive; Tamron (or equivalent) 24-135 3.5/5.6 SP AD Aspherical Macro Lens; Hoya 72 UV filter; Tamrac #5606 System 6 Camera Bag (or equivalent); 2 Olympus B-01 4PE NiMH rechargeable batteries; EH-4 AC adapter for Nikon D1; FC-4300 Firewire PCI Host adapter (Mac/Win); Sony Firewire 4-pin to 6-pin DV cable, 5 ft; and View DX Software for Nikon D1. g. The publisher shall provide electronic equipment with which the PAO may proofread materials for accuracy, security and propriety in the PAO. h. The publisher shall provide the PAO complete advertising page dummies for review no later than Monday 9 a.m. prior to the Wednesday makeup deadline. The PAO shall make the final determination on acceptability of advertising material. i. The publisher shall use 30-pound newsprint stock as a minimum for the TESTER. j. The Commanding Officer, or his authorized representative, will review display and classified ads and approve in advance any CE comic and feature supplement intended for distribution with the TESTER. k. The publisher shall print full color on the first and last pages of each section. The publisher also shall furnish full process color on the front page and spot inside back page of each section as well as color black screens for selected stories in each issue. l. The ratio of advertising copy to news copy will not exceed 60 percent for the TESTER; 40 percent for the supplement. m. No advertising shall appear on pages 1,2,3, of the A Section and 1,2 and 4 of the B section. n. The publisher shall furnish the PAO no later than 7 a.m. of each publication date 13,500 copies of the TESTER. o. The publisher shall provide 49 weekly issues in each calendar year, suspending publication on Thanksgiving, Christmas and New Year's weeks. p. The publisher shall hire, at no cost to the Government, responsible individuals to distribute the TESTER to selected locations aboard the Naval Air Station. q. The publisher shall provide newspaper racks bearing the name TESTER to be placed at delivery points. r. The publisher shall mail copies of the TESTER to addresses listed on an official mailing list provided by the Public Affairs Office (not to exceed 100 addresses). s. By mutual agreement of both parties, special editions of the TESTER shall be published either in addition to or in lieu of the regular weekly editions. t. The TESTER shall be an unofficial publication, and the publisher shall not state, either in or on any stationery, forms, billheads, signs or other manner, that it is an authorized or official service newspaper. 6. Criteria to be used in evaluating the proposals will include the following (in descending order of importance): a. Past performance and/or evidence of previous quality workmanship. b. Personnel: General assignment writer with a degree in journalism or related field, or four years news writing experience, to work full-time on the staff of the TESTER. The Editor and Public Affairs Officer will make final selection of the writer. The publisher shall be fully responsible for salaries and insurance associated with services rendered. c. Convenience of coordination arrangements between the publisher and the PAO, including such factors as distance; ease of communications; arrangements; support services; provisions for editing and revising copy; new copy to advertising copy ratio in both station newspaper and any special editorial supplements, as appropriate; etc. d. Quality of paper stock and trimming. e. Quality of black and white photo reproduction, clarity and trueness of multicolor photography and number of multicolor photographs. f. Consideration of local merchant advertising. g. Variety of type fonts and decorative screens available. h. Numbers of copies to be delivered and delivery schedule. 7. If you are interested in competing for the TESTER publishing agreement, provide a sample of the newspapers you currently publish, along with your written proposal. 8.
