Description
This is a Small Business Set-Aside Architect-Engineer services to provide A-E services to accomplish Special Project M25-92, Maintenance Dredging of Inner Apra Harbor, COMNAVMARIANAS, Guam as follows: (a) Revise the existing 100% design plans, specifications, and cost estimate to reflect a phased project consisting of two phases. Phase I shall cover maintenance dredging of areas in Victor and X-Ray wharves, and some high spots. Phase II shall cover maintenance dredging of the remaining areas. Locations of proposed dewatering areas and disposal sites shall be consistent with the locations that are recommended/identified in the study on ?Dredge Material Disposal Management Strategy for Inner Apra Harbor, Guam?. (b) Revise the existing DD For 1391 documentation for FYL03 programming to reflect the two phases of construction. The following guidelines, in relative order of importance will be used in the evaluation of Architect-Engineer firms: (1) Professional qualifications of the staff necessary for satisfactory performance of required services. (2) Recent specialized experience and technical competence in the type of work required. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules, (5) Location of the firm in the general geographical area of the project and knowledge of the locality of the project; provided there is an appropriate number of qualified firms therein for consideration. (6) Use of small or small disadvantaged or women-owned small business firms shall also be considered. This is a one-time requirement; estimated price is between $25,000 and $100,000. Completion of services shall be 64 calendar days after government approval. A-E firms which meets the requirements described in this announcement are invited to submit completed SF254 to the Officer in Charge of Construction, NAVFACENGCOM Contracts, Marianas, PSC 455, Box 175, FPO AP 96540-2200; Location Address: Building 101, Ground Floor, U.S. Navy Public Works Center, Guam Complex 96915. Firms responding to this announcement by 01 May 2002 at 2:00 p.m. (Guam Time) will be considered. Firms having current SF 254 on file with this office may also be considered. Additional information requested of applying firms to indicate the solicitation number on Blck 2b, DUNS number on Block 3 and TIN number. THIS IS NOT A REQUEST FOR PROPOSAL.
