- MODIFICATION DATED 4/19/02: NUMBERED NOTE 1 APPLIES The Government intends to negotiate a Firm Fixed Price Purchase Order for the rebuild of Edro Dynawash Washer Extractors. This requirement is being procured using Simplified Acquisition Procedures in accordance with FAR subpart 13.5 "Test Program for Certain Commercial Items" (CLINGER-COHEN). This acquisition is set-aside 100% for Small Business. The Period of Performance for the resulting Purchase Order will be from 3 June 2002 through 13 September 2002. The North American Industry Classification System Code is 811310. The contractor shall rebuild 6 (six) 200 pound, 2 (two) 100 pound and 1 (one) 60 pound Edro DynaWash Washer Extractors of the following model numbers: DW2000MNSWE-13A (6 ea.), DW1000CNSWE-13A (2 ea.), DW600PNSWE-13A (1ea). The (9) Edro DynaWash Washer Extractors will be removed from the ship and delivered to the contractor 3 June 2002. Upon completion of rebuild and testing, the (9) Edro DynaWash Washer Extractors will be shipped to the following address on 13 September 2002: Supervisor of Shipbuilding C&R, 1000 48th Street, WHSE 91, Newport News, VA 23607-2787. The contractor shall perform the rebuild of the Edro DynaWash Washer Extractors in conformance with the manufacturer's specifications, and as a Class A overhaul, as defined in General Specifications for Overhaul (GSO) NAVSEA 89AAO-AB-GOS-010/GSO. All surface preparation and repainting shall be accomplished in strict accordance with General Specifications for Ships of the United States Navy; NAVSEA S9AAD-AA-SPN-010/GEN-SPEC, Section 631. The quality of the finished surfaces shall meet the workmanship criteria for painted surfaces as stated in MIL SPEC MIL-F-902 and MIL-F-243. The following evaluation factors are in descending order of importance; Past Performance and Price. All responsible sources must submit pricing and past performance data by 4:00 p.m. on the date the offer is due. Potential Offerors are hereby notified that the Solicitation and subsequent Amendments to the Solicitation will only be available by downloading the documents at the the FedBizOpps Website at http://www.fedbizopps.gov, or at the NECO website at http://www.neco.navy.mil. This office will no longer issue hard-copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to so represent may be grounds for refusing to accept the quote. The RFQ will be issued approximately 19 April 2002.
