- Description
- The Naval Research Laboratory has a requirement for research and development involving integrated optical techniques and applications, with an emphasis on development of electro-optical and infrared (EO/IR) systems and techniques for countering infrared missile threats to tactical aircraft. The procurement is set aside on a 100% basis for small business concerns under NAICS Code 541330, with a small business size standard of $20,000,000. A cost-plus-fixed-fee (term form) contract is anticipated, including a base year and three option years. Award this summer is anticipated. Highlights of the anticipated level of effort of about eleven person years, with some qualifications indicated, include a senior scientist (PhD with at least 15 years in optical sensor systems, or equivalent MS, etc.); Physicist with five years experience; two Senior Systems Engineers) with 15 years in Navy EW and infrared countermeasures, etc.; two Senior Software Engineers with 10 years, etc.; a Software Engineer with 5 years experience; a Senior Engineer with at least ten years in avionics systems; and two to three Electronics Engineers) with at least 5 years in measurement systems. Degrees are anticipated for these positions, although experience equivalents will be available for most. SECRET facility clearance will be required as well as personnel clearances commensurate with the security classification of the work (not higher than SECRET). US citizenship will be required for all personnel. The principal place of performance will be at the contractor's site (within daily commute of the Naval Research Laboratory), but performance will also be at the Naval Research Laboratory and at test sites in US and allied countries. The incumbent contractor for the current contract, N00173-98-C-2059, is Raven, Inc. of Alexandria, Virginia; Raven has been performing similar work for NRL since the early 1980s. A detailed SOW will be issued with the solicitation. All responsible sources may submit a proposal, which will be considered by NRL. Advance versions of key sections for comment may be available prior to release of the RFP. If interested, contact the contract specialist by email. The same advance versions will be provided to all such requesters by e-mail, and formal questions of general interest will be addressed by amendment of the RFP. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. Proposals will be due approximately 30 days after the solicitation is issued. Paper copies of the RFP will not be provided. The response date for this RFP published in the synopsis is the current estimated date.
